• The Peshawar Electric Supply Company PESCO has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Oracle & Microsoft Software Licenses for PESCO.
• For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

3. The Peshawar Electric Supply Company, PESCO now invites sealed Bids from eligible Bidders for: Oracle & Microsoft Software Licenses for PESCO.

The above Goods are to be delivered to IT Department, PESCO Headquarter, Sakhi Chashma, Shami Road, Peshawar, Khyber Pakhtun Khwa, Pakistan.

4. Bidding will be conducted through international competitive Bidding (ICB) using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [July 2016, Revised November 2017, August 2018 and November 2020 of applicable Procurement Regulations edition as per legal agreement] (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from Chief Engineer (Development)PMU PESCO Peshawar, ce.pmu@pesco.com.pk or ce.pmupesco@gmail.com and inspect the bidding document during office hours i.e. 0900 hours to 1600 hours at the address given below.

6. The bidding document in English may be purchased by interested Bidders soon after publication of this advertise, upon the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 10,000/- or 50 USD. The method of payment will be by bank draft, from any scheduled bank of Pakistan or from an international bank having its branch in Pakistan, in favor of Chief Engineer (Development) PMU PESCO Peshawar, PESCO HQ, Sakhi Cheshma Shami Road, Peshawar (Khyber Pakhtun Khwa), Pakistan. The document may be collected in person or may be sent by email or may be sent by courier service for an additional fee of Rs. 2,500/- for domestic delivery or USD 75 by airmail for overseas delivery. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below on or before 28-02-2024 at 11:00 AM Pakistan Standard Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below immediately after bid submission deadline on 28-02-2024 at 11:00 AM PST.

8. All Bids must be accompanied by a Bid Security of 10,000/- USD or 2,810,000 in Pak Rupees per bid valid till 29.05.2024.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
