• The Peshawar Electric Supply Company PESCO has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP), and intends to apply part of the proceeds toward payments under the contract for Supply of Goods: High Voltage Presence/Proximity Detector, Rubber Sleeves, Grounding Set / Earthing Set, Rubber Insulating Gloves(Pair), Leather Protective Gloves(Pair), Safety Hat (having H.V Detector and torch), Safety Boots.
• For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
• The Peshawar Electric Supply Company PESCO now invites sealed Bids from eligible Bidders for Supply of the following Goods:
• High Voltage Presence/Proximity Detector 2,000 No
• Rubber Sleeves 10000 No
• Grounding Set / Earthing Set (Light Weight) 1000 sets
• Rubber Insulating Gloves 2000(Pair),
• Leather Protective Gloves 2000 (Pair)
• Safety Hat (having H.V Detector and torch) 2000 No
• Linemen Safety Boots (Double density)

The above Items are to be delivered to GSC Ware House 132 kV Grid Station, Industrial State # Nil, Hayat Abad, Peshawar, KPK, Pakistan.

4. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 of applicable Procurement and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain further information from Chief Engineer (Development)PMU PESCO Peshawar, ce.pmupesco@gmail.com and inspect the bidding document during office hours i.e. 0900 hours to 1600 hours at the address given below.

6. The bidding document in English may be purchased by interested Bidders soon after publication of this advertisement, upon the written application to the address below and upon payment of a non-refundable fee of PKR 10,000/- or 50 USD. The method of payment will be by Bank draft, from any schedule Bank of Pakistan or from an International Bank having its Branch in Pakistan, in favour of Chief Engineer (Development) PMU PESCO Peshawar, PESCO H/Q, Sakhi Chashma Shami Road, Peshawar (Khyber Pakhtun Khwa), Pakistan. The document may be collected in person or may be sent by Email or may be sent by courier service for an additional fee of Rs. 2,500/- for domestic delivery or USD 75 by air mail for overseas delivery. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below on or before 07.03.2024 at 11:00 AM PST. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ authorized representatives and anyone who chooses to attend at the address below immediately after Bids submission deadline on 07.03.2024 at 11: 00 AM PST.

8. All Bids must be accompanied by a Bid Security of USD 22,000/- or PKR. 6,188,160/- valid till 05.06.2024.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
