Assignment of Title: CONSULTANCY SERVICES FOR HIRING OF INSTITUTIONAL STRENGTEHNING FIRM FOR LOCAL COUNCILS. (Activity No: PK-LGD-385223-CS-CQS)

• The Government of Sindh has received credit through EAD, Govt. of Pakistan from the International Bank of Reconstruction and Development (IBRD) towards the cost Competitive and Liveable City of Karachi (CLICK) and intends to apply part of the proceeds of this credit to payments under the contract for Hiring of Institutional Strengthening Firm for Local Councils to perform the consulting services.

• The main objective of the Consulting Services (“the Services”) to support CLICK is to make support available to the TMCs for them to be able to achieve the performance conditions and take maximum benefit of the available allocations under the two performance-based grant cycles.
• The services are to be started by December 2023 and are expected to complete by December 2024 (12 Months). Term of Reference for this consultancy services are available at PIU CLICK Office also, can be downloaded from www.click.gos.pk

• CLICK now invites consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as under:

• The attention of interested Consultants is drawn to the provisions of ‘Conflict of Interest’ under Section 3.17 of the World Bank’s Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services dated November 2020.

• Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, the lead partner in the joint venture shall be fully responsible for the entire contract, if selected.

• A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations for Borrowers for Goods, Works, Non-Consulting and Consulting Services dated November 2020.

• Expression of interest must be delivered in written form to the address below (in person, by courier) no later than 4:30 p.m on 10th November, 2023.
