REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES– FIRMS SELECTION)

Assignment Title: Hiring of Operations Review Firm

Government of Sindh (herein after called Borrower) has received financing from the International Development Association (IDA) (the Bank) in the form of a credit (hereinafter called credit) towards the cost of strengthening social protection system in the Sindh Province. The Project Director, Project Management & Implementation Unit, Strengthening Social Protection Delivery System Sindh is an implementation Agency intends to apply part of the proceeds of this credit towards payments under the contract for which this invitation of services is issued as per World Bank Procurement Regulations for IPF Borrowers (Revised in Nov 2020) available on www.worldbank.org.

The Social Protection Department, Government of Sindh, the implementing agency for the said program, now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the said Services.

The eligibility criteria for shortlisting is as follows:

  • Demonstrated experience of at least 10 years in Operations Review/Process Monitoring or similar work.
  • The Firm should have successfully completed two contracts of similar scale (of similar importance and complexity), with a minimum amount of Rs.100 million (or equivalent amount as the case may be). Experience in social sectors would be accorded due weightage. (Note: The firm must provide details of the assignments carried out including at least name of project, assignment duration, contracts, client, location, and description of activities carried out.
  • Experience in poverty/social sector survey work and spot checks, process evaluation, beneficiaries’ feedback and handling of large data would be given preference.
  • The Consultant having logistical capacity through the existence of established offices and/or networks would be given preference.
  • The firm should have ability to mobilize professional staff[1] as per following details.
  • The firm must have professional and competent staff for the performance of critical component of the project.

The short-listing will be done on the basis of general experience, specific experience and managerial capacity.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Applicants / Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
