1. The Government of Balochistan has received financing from the World Bank toward Balochistan Human Capital Investment Project (BHCIP) (P166380) and intends to apply part of the proceeds toward payments under the contract for Construction Of Government Boys High School Shahdezai Urak, District Quetta .

2. The Project Director, PMU BHCIP (Education Component) now invites sealed bids from eligible bidders for the Construction of School at District Quetta as detailed below:

Bidding will be conducted through National Open Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for Investment Project Financing Goods, Works, Non-Consulting and Consulting Services” (July 2016) revised November 2017 and August 2018 (Procurement Regulations) and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from office of the Project Director BHCIP (Education) and inspect the bidding document during office hours i.e. 10:00 to 17:00 hours in working days at the address given below.

5. The bidding document may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR. 5,000. The method of payment will be cash. The documents are to be collected by hand.

6. Bids must be delivered to the address below on or before the bid submission deadlines mentioned above. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at BHCIP (Education Component) office on the above-mentioned bid opening schedule.

7. All bids must be accompanied by a bid security.

8. Bidders can apply for any package however will be eligible to be awarded only two packages/contracts on the basis of lowest responsive bid under BHCIP Education Project. The bidder must provide all the data mentioned in the bidding documents for evaluation purposes and must fill all the form annexed in the bidding documents.

9. The bidder who submits front loaded unbalanced or abnormally low bid (Non-workable Rates) will be treated as mentioned in ITBs 37. Single stage one envelope method will be used.

10. Pre-Bid Meeting will be held on 22nd Sep, 2023 at 11:30 hours in PMU-BHCIP (Education Component) Office at given below address.
