Assignment Title: HIRING OF CONSULTANCY FIRM TO CONDUCT A RISK ASSESSMENT FOR GENDER BASED VIOLENCE (GBV), SEXUAL EXPLOITATION AND ABUSE (SEA), AND SEXUAL HARASSMENT (SH), PREPARATION OF A MITIGATION ACTION PLAN, AND PROVISION OF GBV/SEA/SH PREVENTION/AWARENESS TRAININGS.

The Government of Punjab has received financing from the World Bank toward the cost of the Punjab Urban Land Systems Enhancement Project (PULSE), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) shall conduct a Risk Assessment and develop a Mitigation Action Plan in order to prevent the risks of GBV and SEA/SH potentially arising from project activities. The consultancy shall be consistent with World Bank Environment and Social Framework standard 4, and guidance documents. This activity shall take place before the start of the Pilot Phase scheduled in 2023 and will need to include an Accountability and Response Framework, as well as an assessment of the capabilities of the available GBV service providers in and around the project location to provide quality survivor centered services, including case management and referral services.

The Project Management Unit (PMU), Board of Revenue now invites eligible consulting firms/NGOs (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the expression of interest stage. The prospective consultant(s) shall have the following experience:

• Consultant must have at least 8 years of experience in social sector.
• Have previous relevant experience in preparing Risk Assessment for Gender- Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH), Preparation of a Mitigation Action Plan, and GBV/SEA/SH Prevention/Awareness/Trainings.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The Consultant shall clearly describe the anticipated role of each JV partner as well as Sub Consultant within the association. In the case of joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract whereas each partner within the JV shall meet the qualification and experience requirement for the assigned role, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
