• The Government of Islamic Republic of Pakistan represented by Government of Baluchistan has received financing from the World Bank toward cost of the Baluchistan Livelihood and Entrepreneurship Project (BLEP), Planning and Development Department, Government of Baluchistan, and intends to apply part of proceeds toward payments under the Contract for Hiring of Communication / Advertising Firm

• The Project Director - BLEP now invites sealed formal quotations from eligible service providers for the Services.

• Procurement will be conducted through national competitive procurement using a Request for Quotations (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers for Goods, Works, Non-Consulting and Consulting Services July 2016 Revised November 2017 and August 2018” and is open to all interested service providers as defined in the Procurement Regulations.

• The successful service provider shall possess the following qualifications:

• Firm must be registered in FBR as an active filer.
• At least 10 years of experience in conducting communications design and delivery of awareness campaigns, event management services, comprehensive documentary, relevant audio-visual tools

(Documentary evidence must be required e.g. contract / letter of award / work order / completion certificates or reference letter from the clients stating scope of services and deliverables & duration of assignment).

• Firm must completed at least three (03) similar assignments.

• Firm must have combined annual turnover of at least PKR 25,000,000.00 for last three (03) years. (Bank statement for last three years must be required).
• Must have at one office in Baluchistan Province.

• The Quotation Documents along with detailed ToRs of the services can be obtained free of cost from the Office of PMIU-BLEP or through email “khurram.sheheryar@blepgob.org.pk” by applying through formal application.
• Sealed quotations with detailed company’s profile along with experience must be submitted to the Project Director, Balochistan Livelihood and Entrepreneurship Project (BLEP) on the address mentioned below on or before March 27th, 2023 at 11:00 AM through registered postal / courier service or by hand.
• Electronic submission will not be permitted. Late quotations after 11:00 AM on March 27th, 2023 shall not be accepted.
• Quotations will be publicly opened in the presence of service provider’s designated representatives and anyone who chooses to attend at the address below on 11:00 AM on March 27th, 2023.

Terms & Conditions:

• The received quotations will be evaluated as per ‘RFQ’ method in accordance to the World Bank Procurement Regulations for IPF Borrowers dated July 2016 available on www.worldbank.org.
• All the service providers must quote for complete (100%) job in case of failure the quotations shall not be accepted. The price evaluation will be done on the basis of the total quoted price of the complete quotation.
• Quotations should be clearly marked with the reference number mentioned above, the title of Assignment, name of service provider and the name of the Procuring Agency.
• The quotations must be valid for at least 90 days from the submission date
• Quoted price must be inclusive of all applicable taxes/duties and transportation charges etc.
• Any quotation received after closing time shall not be considered.
• Quoted amount shall be in Pak Rupees (PKR).
