Assignment Title: SOCIAL, LEGAL & INSTITUTIONAL ASSESSMENT FOR DIGITIZATION, UNIQUE PARCELING & INTEGRATION ACTIVITIES

The Government of Punjab has received financing from the World Bank toward the cost of the Punjab Urban Land Systems Enhancement Project (PULSE), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) shall include conducting a social, legal and institutional assessment that will identify potential risks and impacts of digitizing land records,its impact and risk (particularly on vulnerable and marginalized groups) and highlight recommendations to mitigate the same as well as appropriate design measures to minimize and mitigate adverse economic and social impacts, especially those that affect poor and vulnerable groups.

The Project Management Unit (PMU), Board of Revenue now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

• Registered firm, with professional expertise in the development sector with at least 5 years of experience in the following themes.
• Sociology, political science, anthropology, women’s studies, and
• Socio-legal assessment and framework or similar nature.

ii) Have conducted at least two projects on social sector or legal framework.

iii) Immediate availability to work and mobilize to the areas of influence of the Project.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
