The Government of Khyber Pakhtunkhwa (GoKP) has received credit from World Bank towards the cost of the Khyber Pakhtunkhwa Human Capital Investment Project (KP-HCIP). The project intends towards improving the performance of the health sector, Governance and is implementing several strategic policies/guidelines including the Khyber Pakhtunkhwa Health Policy 2018. The KP-HCIP requires the services of a Consulting Firm (the Consultants) that has experience in Assessment, Planning, Designing, Costing, Procurement, Project Management, Construction Supervision, Construction Management, Quality Control/Assurance, Health Safety and Environmental Management. The Consultants shall also be able to manage and process invoices, soft skills, and manage social issues to carry out this assignment. The Consultants should have the required PEC codes and PCATP license/s of firm or individual consultant. The objective of this consultancy is to carry out reconstruction and renovation of 189 healthcare facilities of four selected districts of Khyber Pakhtunkhwa.
The detailed Terms of Reference (TOR) for the assignment can be found at the following website: To support this intervention, KP-HCIP invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Eligibility Criteria for assessing an Expression of Interest include:
The project in this section will be assessed based on these three indicators i.e. Design and drawing component, construction supervision component and Environmental assessment component.
The firm should demonstrate their organizational capacity by providing organizational chart. The marks in this section will be awarded on inter-comparatively inline with principal of conflict of interest within organization (10 score)
The breakup of EOI evaluation will be as per ToRs. The firm to be shortlisted is expected to conduct and manage the following data collection as per the finalized ToRs. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills etc.). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017 and August 2018] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations. Information Session about the assignment will be held on March 10th, 2023 at 10:30am at Conference Room of KP-HCIP office located at House No 240 Defence Colony Shami Road Peshawar Khyber Pakhtunkhwa. The purpose of this session is to share with all prospective applicants, information regarding the assignment and to also walk them through the procurement process etc. Further information can be obtained at the address below during office hours. Expressions of Interest (EOI) (One original & one copies) shall be delivered in written form along with all requirements to the address given below on or before March 18th, 2023 at 11:00 AM. The EOIs shall be opened on 11:30AM on the same date. |
