REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION)

Assignment Title: Hiring of Consulting Firm to establish a new Website and Web-Portal

The Investment Department, Government of Sindh has received financing from the World Bank towards the cost of Competitive and livable City of Karachi, project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Design and website development of Competitive and Livable City of Karachi (CLICK) Sindh Investment Department.

Further description of the task along with complete scope is mentioned in the detailed ToRs (Enclosed here with) and are hoisted at www.sindhinvestment.gos.pk.

The Investment Department, Government of Sindh, the implementing agency for the said program, now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria is given below.

• Must be a registered firm with the relevant tax authorities.
• The firm must have experience in developing website end-to-end solutions for at least 3 Public/Private Sector Firms in Pakistan.
• The firm must have at least 5 years of experience in the relevant field. Documentary evidence including client name, worth and registration certificates with legal entities should be provided.
• The firm must have an annual financial turnover of at least PKR 20 million.
• Successful completion of the relevant project(s) having financial worth equivalent to PKR 3 million or above.
• The firm must have excellent knowledge of recent trends in graphic design, websites, and portal development.
• The firm must have experience of working in the development sector producing high-quality outputs

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Applicants / Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Quality Selection (CQS) method set out in the Procurement Regulations.

EOI must be delivered in a written form to the address below (in person or by post) by 15.00 hours on 07th November 2022. All received EoIs would be opened at 15:30 hours on the last day of submissions in presence of representatives / consultant who wish to attend.
