Name of Project: Sindh Flood Emergency Rehabilitation Project (Irrigation Component).

1. The Government of Sindh has received has for the credit from the International Development Association for the Sindh Flood Emergency Rehabilitation Project (SFERP).The construction of Dams work will be carried out under Sindh Flood Emergency Rehabilitation Project (SFERP) package wise. Irrigation Component and intends to apply part of the funds to cover eligible payments under the following Contract for Works of Contract Package No. 1Lot No. 1 Flood Detention Dam Lat-01 (DD/W-L01 along LatNai) and Lot No.2 Flood Detention Dam Lat-02 (DD/W-L02 along LatNai) Package No. 2 Lot No. 1 Flood Detention Dam Lat-03 (DD/W-L03 along LatNai) and Lot No. 2 Flood Detention Dam Lat-04 (DD/W-L04 along LatNai) Package No.3 Flood Detention Dam Mole-02 (DD/W-M2 along Mole Nai) Package No: 04 Lot No. 1 Flood Detention Dam Mole-03 (DD/W-M3 along Mole Nai) and Lot No. 2 Flood Detention Dam Mole-04 (DD/W-M4 along Mole Nai) Package No: 05 Lot No. 1 Flood Detention Dam Mole-05 (DD/W-M5 along Mole Nai) and Lot No. 2 Flood Detention Dam Mole-06 (DD/W-M6 along Mole Nai) Package No: 06 Lot No. 1 Flood Detention Dam Mole-07 (DD/W-M7 along Mole Nai) and Lot No. 2 Flood Detention Dam Mole -08 (DD/W-M8 along Mole Nai).

2. The Project Director, Sindh Flood Emergency Rehabilitation Project (SFERP)Irrigation Component for each of Contract invites sealed bids from eligible bidders for theConstruction of the Dams are as under:-.

The Works for each of aforementioned Contracts are to be completed in 364 days. Partial or incomplete bids will be treated as non-responsive.

Bidders may bid for one or more of the above Packages/Lots, including all items specified under each Packages/Lots. Bid evaluation and contract award will be made Lot-wise for Package No. 01 to 06.

1. Bidding will be conducted through National Competitive Procurement using a Request for Bid (RFB) as specified in the World Bank’s Procurement Regulation for IPF Borrowers” (July 2016) revised November, 2017 and August 2018 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations Following Method (One-Envelope Bidding Process).

2. A complete set of bidding documents in English may be purchased by interested /eligible Bidders by the submission of a written application to the office address alongwith the payment of a non-refundable fee of Rs. 3,000/- (In Shape of Pay Order). The method of payment will be through Bank Draft. Additional sets of documents may be purchased at the same price.

3. Bids must be delivered to the office of the Project Director Sindh Flood Emergency Rehabilitation Project (SFERP)at Bungalow No. 125-B, Khayaban-e-BahriaDefence Housing Authority Phase-VII, Karachi on above mentioned time as above for each package. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend opening meeting.

4. Bids will be opened on the same date and on the submission time as mentioned above of the respective package in the presence of the committee members and authorized representatives of the Contractors / firms who wish to attend.

5. Bids shall be valid for a period of 90 days after bid opening. All Bids must be accompanied by a 5% Bid Security (In shape of Bank Guarantee only) of the Bid Price.

6. A Pre-bid meeting will be held at 12:00 hrs on January 10, 2023 at Bungalow No. 125-B, Khayaban-e-Bahria, Defence Housing authority Phase-VII, Karachi. The purpose of the meeting will be answer queries on any matter that may be relatedto the site or Bidding Documents. All potential bidders who obtained the Bidding Documents are invited to attend.

7. All bidders shall be required to submit with their bids, qualification information specified in the bidding documents. This information shall be used to establish through Post Qualification whether the bidder is qualified to perform the work.

8. Bidders should give their best and final price in their bids as no negotiations are expected.

9. As provided in the bidding documents, bidders engaged in corrupt or fraudulent practices (including collusion/ pooling) will be declared ineligible, either in indefinitely or for a stated period of time, to be awarded a contract financed by the World Bank.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
