Open call for tenders for a framework agreement for the purchase of residual transport in the municipalities of Loppa, Alta and Kautokeino.
Reference number: 23/06535The assignment concerns transport services for students in primary and secondary schools and sixth form colleges who have a right to transport, but who, for various reasons, are unable to use the scheduled public transport service in Loppa, Alta and Kautokeino municipalities. In addition, the assignment may include some scheduled transport with smaller vehicles in the indicated municipalities.
The estimated total value of the framework agreement is NOK 7.9 million annually, therefore with an expected value of NOK 31.6 million for 3 years + 1 year option. The maximum value of the framework agreement is the expected value +25%, i.e. NOK 39.5 million.
Residual transport consists of:
1) facilitated school transport for students who have a right to free school transport in accordance with the Education Act or county guidelines for school transport and who, for various reasons, are unable to use regular school transport via public transport to and/or from school.
2) local scheduled passenger transport by passenger vehicle or minibus, either booked by the traveller (booked transport) or as regular scheduled transport services.
The need for facilitated school transport arises mainly due to the student not having access to public transport to and/or from school, or because the student has a disability that makes it difficult to use public transport. Some students also have a right to be accompanied by a chaperone on school transport.
Facilitated school transport is the provision of transport to school in the morning and/or back home after school for students authorised to receive facilitated transport. The county authorises transport and makes call-offs on this agreement. It is particularly important that students who use facilitated school transport experience the transport service as safe, secure and predictable.
In addition to facilitated school transport, the residual transport contract may consist of scheduled local passenger transport. The scheduled transport services must run on fixed routes, at fixed times, and stop at fixed stops along the route. How the Scheduled Transport Services are carried out will be described in Annex 1.1 Route Description.
Only the Scheduled Transport Services Offer specified in the Contract is covered by this agreement. If, during the contract period, it becomes applicable to establish new scheduled transport services in the Contract Area, the county will apply the following principles when awarding contracts:
1) If the scheduled transport service to be established requires vehicles with nine (9) or more passenger seats, the assignment will be awarded to the Contracting Authority"s tenderer under the public transport agreement Route Area 1 Finnmark West.
2) If the scheduled transport service to be established requires up to eight (8) passenger seats, the assignment will be awarded to the Contracting Authority"s tenderer under the residual transport contract (this agreement).
The Assignments under this contract in connection with facilitated school transport are described in Part II of the Assignment Description, while the Assignments under the contract in connection with Scheduled Transport are described in Part III. Parts I and IV of the Assignment Description apply to both facilitated school transport and Scheduled Transport included in the Assignment.
The framework agreements will have a duration of 3 years, plus a possible 1 year option. From and including 01.08.2023 until and including 01.08.2026 + possible option 1 year.
