Broker and facilitator services for the disposal of Møre og Romsdal Hospital Trust"s properties at Lundavang in Molde
Reference number: 2023/613The purpose of the procurement is to procure brokerage and facilitation services for the disposal of and advice on the disposal of development properties. Møre og Romsdal Hospital Trust will discontinue and move the activities that currently take place at the hospital properties at Lundavang to the new hospital at Hjelset.
Operations at the current Molde Hospital are scheduled to be transferred to the new hospital at Hjelset in spring 2025, but this may take longer.
The tender contest is initiated with a qualification phase. Only tenderers who fulfil the qualification requirements and who have been invited, will be able to submit a tender. See the attached contest provisions and documents for further information on the procurement and the procedure.

The hospital area consists of 3 properties that make up a combined 77 decares. With 27,000 m2 of buildings.

The contracting authority would like ongoing follow-up of which opportunities and values are inherent at their properties at Lundavang, with subsequent disposal when the properties are sold.
This is an assignment contract and the duration will depend on when the assignment is completed.
The contracting authority plans to invite 3 tenderers to submit tenders. If more than 3 qualified tenderers submit requests for participation in the contest, the contracting authority will select tenderers based on the award criteria in point 5. See the tender provisions for more information.
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. Tenderers must have the right to operate estate agent services in Norway in accordance with the Estate Agent Act and accompanying regulations. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the tenderer is registered in a company register in the country where the tenderer is established. Documentation of a licence to operate property brokerage services.
Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.
Minimum level(s) of standards possibly required:A presentation of the company´s auditor approved annual accounts, with notes and the auditor´s comments for recent years.
Newly established companies must submit accounts and auditor"s reports for the period the company has been in operation.
During the evaluation, the contracting authority will, amongst other things, place emphasis on tenderers who have profitable operations and positive equity.
If a candidate, after a self-assessment, is in doubt as to whether the documentation of their financial capacity will be considered sufficient, alternative documentation will be accepted that documents the financial ability to fulfil the contract. The Norwegian Hospital Procurement Trust will obtain a credit/solidity rating from a certified credit rating company.
Tenderers are required to have sufficient ability and capacity to carry out such an extensive project as described in this tender documentation and annexes, including a good implementation ability, good professional qualifications and broad experience from brokerage assignments of an equivalent nature and complexity.
Experience and competence in both consultancy and sales of development property are required. Tenderers must have routines and methods for quality assurance.
Minimum level(s) of standards possibly required:Annex 05: A brief description of the tenderer"s overall competence, an overview of the number of employees in the company and the number of employees with relevant professional competence that are available to the tenderer for the fulfilment of the contract An organisational chart must be included in the description.
An overview must be given of minimum 2, maximum 5, different reference projects with a comparable value in the last 5 years, with information on:
contracting authority, including contact information at the contracting authority (name, position, email and telephone)
name of the project
project participants and roles
assignment period
contract value of the assignment
the size of the project in square metres of site area and developed areas and costs for the site and construction
company"s assignments/roles in the project
account of how the assignment was carried out
References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.
CVs of individual persons are not requested under this criteria.
Companies that have not existed for 5 years can submit a total overview of the employees"s experience from previous employment as documentation of experience and competence,
Annex 07: Documentation that includes a short description of the tenderer"s methods and routines for quality assurance.
All the points shall be documented separately in such a way that they can be concretely assessed against the actual service categories.
