Open tender contest for a framework agreement for residual transport in Hammerfest and Måsøy Municipalities
Reference number: 23/06533The assignment concerns transport service for pupils in primary and secondary schools and sixth form colleges who have a right for transport, but who for various reasons, cannot use the scheduled public transport service in Hammerfest and Måsøy Municipalities In addition the assignment includes some scheduled transport with smaller vehicles in the mentioned municipalities.
The estimated total value of the framework agreement is NOK 750,000 per annum, the expected value for 3 years + a 1 year option is therefore NOK 3 million. The maximum value of the framework agreement is the expected value + 25%, i.e., NOK 3.75 million.
Residual transport consists of:
1) Facilitated school transport for school pupils with a right to free school transport in accordance with the Education Act or county guidelines for school transport, and who, for various reasons, cannot use ordinary school transport by public transport to and/or from school.
2) Local scheduled passenger transport that is carried out by passenger car or minibus, either after a booking from the traveller (booked transport), or as ordinary scheduled transport.
The need for facilitated school transport mainly occurs because the pupil lacks a public transport offer to and/or from school, or because the pupil has functional disabilities that make it difficult to use public transport. Some pupils also have the right to have someone accompanying them on the school transport.
The facilitated school transport comprises driving to school in the mornings and/or driving home after the school day for pupils with the right to facilitated school transport. It is the county that grants the right to transport and that will make call-offs under this contract. It is particularly important that pupils with facilitated school transport experience the transport service as safe, secure, and predictable.
In addition to facilitated school transport, the residual transport contract can consist of local scheduled passenger transport. The scheduled transport will be on fixed routes, at fixed times, and will stop at fixed stops along the route. See annex 1.1 Route Description for details on how the scheduled transport must be executed.
Only scheduled transport that is specified in the contract will be included in this contract. If new scheduled transport will be established in the contract area during the contract period, the county will use the following principle for awarding assignments:
1) If the scheduled transport that is established requires vehicles with nine (9) passenger seats or more, the assignment will be awarded to the contracting authority"s supplier in the public transport contract "route area 2 Central Finnmark".
2) If the scheduled transport that is established requires vehicles with up to eight (8) passenger seats, the assignment will be awarded to the contracting authority"s supplier in the residual transport contract (this contract).
This contract"s assignment for facilitated school transport is described in the assignment description part II, whilst the contract"s assignment for scheduled transport is described in part III. Parts I and IV of the assignment description applies to both facilitated school transport and scheduled transport including in the assignment.
The framework agreements will be valid for 3 years, in addition to a possible 1 year option. From 01.08.2023 until 01.08.2026 + a possible option for 1 year.
