         A decision has been made to procure a new satellite connection for communication (broad band) to and from Jan Mayen, with a position of 71° North. Suppliers with satellites in low orbit (LEO - Low Earth Orbit) will be used, as opposed to the current solution with communication via geostationary orbit. There is a need for a solution with less than 100ms to the mainland.

         The agreement shall cover proper data security and opportunities for TeleMedicine systems. Capacity must be increased to at least 50Mb/s in Downlink and 10Mb/s in Uplink as well as a latency maximum of 100ms. Due to the TeleMedicine system"s requirement for latency, ordinary geostationary satellites will not be useable. Only low-orbit satellites can satisfy such low latency.

         Due to the geographical location of Jan Mayen the system must be based on true polar orbit constellation. In polar orbits, the shortest latency, least propagation trap and highest elevation on antennas must be ensured.

         The agreement is a non-exclusive framework agreement.
