In connection with preparations for a new procurement of moving, transport, forwarding and storage services, the Norwegian Ministry of Foreign Affairs [Utenriksdepartementet (UD)] would like to invite potential tenderers to give input on some questions that have come up.

UD covers costs of moving personal possessions for its agents and their families as well as costs of long-term storage in Norway within a fixed volume framework of possessions that cannot be taken to or are not desired at the service location. UD is aware that the costs of moving assignments can vary from case to case due to working conditions at the pick-up and delivery locations, fluctuations in international money and freight markets, as well as changes in operations and logistics. For the new procurement, we would like to achieve a reasonable balance between the considerations of price predictability and a reasonable allocation of risk between the contracting authority and the tenderer in regards to expenses that are difficult to predict. In order to achieve this, two alternative price models are being assessed, which are presented in the attached documents.

In this market dialogue, written input in response to the questions presented in point 3.1 in the invitation document is exclusively requested. The input note should be concise, and the deadline for submission is 21.04.2023 at 12:00. Input notes are to be submitted using the messaging function in the tender management tool.
