Qualification: Training portal with context-sensitive help for the health trusts in the South-Eastern Norway Regional Health Authority [Helse Sør-Øst]
Reference number: 2023/223The South-Eastern Norway Regional Health Authority [Helse Sør-Øst] would like to procure a digital training portal with context-sensitive help that can support the functional training of end users of the updated version of the patient journal system DIPS Arena.
The procurement consists of three main elements:
- Website/portal for the collection of guides and training materials
- Functionality/tools for developing/producing guides and training materials
- Functionality for context-sensitive help
The Norwegian Hospital Procurement Trust [Sykehusinnkjøp HF] is assisting the contracting authority with this contest.

The contract will be automatically renewed for 1 (one) year at a time unless it
is terminated by the Contracting Authority with 3 (three) months notice before the renewal date.
The procurement includes an option to deploy the solution on other regional systems, other than in the context of the introduction of DIPS Arena.
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.
Minimum level(s) of standards possibly required:Economic and financial capacity means that the Tenderer fulfils the following requirement: Creditworthiness without guarantee
The tenderer must have the necessary technical and professional qualifications to fulfil the contractual obligations.
The tenderer must have sufficient capacity and access to relevant resources to be able to deliver in accordance with the contract and to the extent described in the tender documentation.
Minimum level(s) of standards possibly required:Tenderers, and the resources that will be involved in providing the services, are required to document technical and professional qualifications, as well as relevant experience from equivalent or similar assignments to those included in this contract.
An equivalent assignment is considered to be a delivery to a company, where the purpose was to provide support for end-user training in technical systems. Additionally, deliverables that involve the delivery of context-sensitive training to end users. Preferably to a public company.
