Transport, reception and treatment of impregnated wood
Reference number: 02/2023The contracting authority intends to enter into a framework agreement for the transport, reception and final treatment of impregnated wood. For more information about the procurement content and scope, see the procurement documents.

The contracting authority intends to enter into a framework agreement for the transport, reception and final treatment of impregnated wood.
The amount during the contract period is estimated at approx. 1200 tonnes per annum.

Unilateral option for the contracting authority, 1+1 year.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
• Norwegian tenderers: Company Registration Certificate.
• Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.
Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/contract. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, minimum score of A or equivalent.
Documentation requirement:
• A credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating must be carried out by a credit rating agency with licence to conduct such services.
Qualification requirements
Tenderers are required to have a quality assurance system.
Documentation:
• Documentation of the quality assurance system. An account of the tenderer´s existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer´s quality assurance system, in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.
Documentation:
• Documentation of an environment management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system from an accredited body, the tenderer must be willing to implement one within 6 months of contract commencement. This must be documented in writing.
Qualification requirements
Tenderers are required to have a certified facility or deliver to a certified reception and final treatment facility for impregnated wood.
Documentation:
Tenderers must attach all certified licences/permissions for the treatment of impregnated wood.
Qualification requirements
Tenderers must have a binding cooperation relationship with any sub-contractors.
Documentation:
• Signed commitment statement (Annex 2).
If a tenderer must rely on another company´s competence or capacity to fulfil a qualification requirement, a separate ESPD must be enclosed for this sub-supplier.

Information about authorised persons and opening procedure:The opening of the tenders is not open to the public. Two representatives from the contracting authority will carry out the opening of tenders. Trondheim Municipality will quality assure the entire process and procurement documents, as well as the opening of the tenders. The evaluation and award of contract will be made by Trondheim Municipality if subsidiary companies submit a tender in the contest.

§ 25-2. Waiting period before the contract is signed.
(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
(2) The waiting period requirement does not apply
a) when the contracting authority has no obligation to announce the contest, c.f. § 13-3 and § 13-4
b) when the chosen tenderer is the only affected tenderer
c) when the contracting authority awards contracts under a framework agreement
d) when the contracting authority awards contracts under a dynamic purchase system.
