2. The Transmission Company of Nigeria Plc-Project Management Unit (TCN-PMU) now invites sealed bids from eligible Bidders for the Supply of Smart meters to Eleven (11) Distribution Companies. The contract involves the supply and installation of smart meters for the eleven (11) Discos with a delivery period of fifteen (15) months. The total number of smart meters to be supplied and installed is one million, five hundred and fifty smart meters (1,550,000) consisting of single-phase and three-phase smart meters.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 6th Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): twenty percent (20%) and for Bid cost: eighty percent (80%).

6. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One hundred thousand Naira (N100,000.00). The method of payment will be via Remita (https://www.remita.net/) by generating Remita Retrieval Reference (RRR) in favor of Transmission Company of Nigeria-Project Management Unit.

However, evidence of payment in accordance with item 5 above must be accompanied with your Bids.
7. Bids must be delivered to the address below on 25th March, 2026 at 12.00pm Nigeria Local time with a soft copy on a flash drive. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on TCN-Conference Room on 25th March, 2026 at 12.00pm Nigeria Local time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by original bid security as follows:
Lot 1: Four hundred US Dollars, US$400,000 or equivalent in any freely convertible currency.
Lot 2: Three hundred and sixty thousand US Dollars, US$360,000.00 or equivalent in any freely convertible currency.
Lot 3: Three hundred and eighty thousand US Dollars, US$380,000.00 or equivalent in any freely convertible currency.
Lot 4: Five hundred and forty thousand US Dollars, US$540,000.00 or equivalent in any freely convertible currency.
Lot 5: Four hundred US Dollars, US$400,000.00 or equivalent in any freely convertible currency.
9. Bidders must propose at least two qualified Corporate Installers per lot as sub-contractors. No installer will be allowed to participate in more than 2 lots. Bidders must associate with those subcontractors for the installation of the smart meters, which have been approved by NERC. A list of NERC approved Meter Asset Providers/Meter Service providers (MAPs/MSPs)-only Corporate Installers is provided at (https://nerc.gov.ng/index.php/home/operators/licensee-msp).
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
