RECRUITMENT OF INDIVIDUAL HYDROPOWER EXPERT TO SERVE AS THE CHAIR OF THE HYDRO-POWER PANEL OF EXPERTS (HPPOE) FOR THE SPIN PROJECT

The Federal Government of Nigeria has received financing from the World Bank to implement the Sustainable Power and Irrigation for Nigeria (SPIN) Project through the Federal Ministry of Water Resources and Sanitation in collaboration with Federal Ministry of Power and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Recruitment of Individual Hydropower Expert to serve as one of six Hydro-Power Panel of Experts (HPPOE) for the preparation of Nigeria Hydropower Development Master Plan (HMP) along with a Strategic Environmental and Social Assessment (SESA). The Hydro-Power Panel of Experts (HPPOE) will act as an independent technical advisory body to the Federal Project management Unit (FPMU), reviewing hydropower infrastructure designs for compliance with international and World Bank standards. The Hydropower expert will serve as Chair of the panel, leading and coordinating all its activities. The assignment is time-based, with a two-year duration.

The Federal Ministry of Water Resources and Sanitation, represented by the FPMU of the SPIN Project, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide their Curriculum Vitae (CV) demonstrating that they have the required qualifications and relevant experience to perform the Services. The selected consultant may be required to provide additional documents to support his/her qualification and experience. The Hydropower Expert shall have a minimum of a post-graduate degree in Civil engineering or equivalent and preferably civil/hydropower/water resources/hydraulic engineering discipline and must have at least 20 years of professional experience. The experience should include being a team leader in planning, designing and supervision of successfully completed large hydropower projects with dams and have been a member of one or more previous Panel of Experts for reviewing the plan, design/ construction supervision of large hydropower projects with dams. She/he should be a renowned expert who has worked with experts from different disciplines in hydrological, geotechnical, mechanical and other fields. The expert should have adequate experience in dam safety.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February. 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
