PROCUREMENT OF CONTRACTORS FOR EXTENSION, UPGRADE AND EQUIPMENT OF 20 LIVELIHOOD SUPPORT AND GREEN SKILL VOCATIONAL TRAINING CENTRES FOR 31,532 PERSON WITH DISABILITY (NG-BAUCHI STATE ACRESAL-507491-CW-RFB)

1. The Federal Government of Nigeria has received a credit from the International Development Association toward the cost of Agro Climatic Resilience in Semi-Arid Landscapes Project (ACRESAL) Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Extention, upgrade and Equipment of 20 Livelihood Support and Green Skill Vocational Training Centre for 31,532 person with Disability.

2. The Bauchi State Ministry of Environment now invites sealed bids from eligible and qualified bidders for the procurement of the following:

Bidding will be conducted through the Open National Competitive Procurement process using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information at the address below and inspect the Bidding Documents from 10:00am to 3:00pm Mondays to Fridays, excluding public holidays. The Works involves civil works and equiping of training centre etc.

5. Qualification requirements include:

• Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
• Have a minimum of Two (2) similar contracts with at least a value of NGN 100 million, that have been satisfactorily or substantially completed January 1, 2020 and the submission deadline.
• Have a minimum average annual construction turnover in the last Five (5) years of at least NGN 58 million .
• Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than NGN 15 million.

A margin of preference for eligible national contractors shall not be applied.

7. The bidding document in English Language may be purchased by interested eligible Bidders upon the payment of a non-refundable fee of One Hundred thousand Naira (N100, 000.00). The method of payment will be by Bank draft in favour of Bauchi State - Nigeria Agro-Climatic Resilience in Semi-Arid Landscapes Project or pay directly into this bank account; Account Name: Bauchi State World Bank ASSISTED (ACReSAL) Counterpart Fund, Bank: Fidelity Bank, Account Number: 5030127807 and bring the payment evidence to the address below. The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.

8. Bids must be delivered to the address below on or before 12.00 Noon on Thursday 4th December, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened at 12 Noon on Thursday 4th December, 2025 in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

9. All Bids must be accompanied by a Bid Security as stated above from a reputable commercial bank .

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
