PROCUREMENT OF CONTRACTOR FOR SUPPLY AND INSTALLATION OF 400 HAND-PUMP FACILITIES ACROSS VULNERABLE COMMUNITIES IN BAUCHI STATE (NG-BAUCHI STATE ACRESAL-507485-GO-RFB)

The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Bauchi State Agro Climatic Resilience in Semi-Arid Landscapes Project (ACRESAL), and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of Contractor for Supply and Installation of 400 Hand-Pump Facilities across Vulnerable Communities in Bauchi State by the Bauchi State Agro Climatic Resilience in Semi-Arid Landscapes Project (ACRESAL) FY25.

2. The Bauchi State Agro Climatic Resilience in Semi-Arid Landscapes Project (BAU-ACRESAL) now invites sealed bids from eligible and qualified bidders for the Procurement of the following:

3. Bidding will be conducted through the Open National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information at the address below and inspect the Bidding Documents from 10:00am to 3:00pm Mondays to Fridays, excluding public holidays.

4. Qualification’s requirements include:

• Provide evidence of firm’s corporate registration in Nigeria.
• Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
• Have a minimum of Two (2) similar supplies of or related equipment with at least a value of: NGN 25million each that have been satisfactorily or substantially completed as prime supplier between January 1, 2020 and the submission deadline. The qualifying contracts must be in above listed equipment or related to the assignment.
• Minimum average annual turnover in the last Five (5) years of at least: NGN15 million
• Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than: NGN10 million
• A margin of preference for eligible national contractors shall not be applied.

6. The bidding document in English Language may be purchased by interested eligible Bidders upon the payment of a non-refundable fee of Fifty Thousand Naira (N50, 000.00). The method of payment will be Bank draft in favour of Bauchi State - Nigeria Agro-Climatic Resilience in Semi-Arid Landscapes Project or pay directly into this bank account; Account Name: Bauchi State World Bank ASSISTED (ACReSAL) Counterpart Fund, Bank: Fidelity Bank ,Account Number: 5030127807 and bring the payment evidence to the address below. The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.

7. Bids must be delivered to the address below on or before 10:00am on Friday 15th October, 2025. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened at 10:00am on Friday 15th October, 2025 in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

8. All Bids must be accompanied by a Bid Security – Security from a reputable Bank NGN 2.5% of Bid Price.

9. Submission: Two Copies each of the Technical and completed financial bids shall submitted in Two (2) separate sealed envelopes marked technical and financial bid. The two envelope shall be enclosed in a largee envelop labelled technical & financial bid with the project name at the top right hand corner with company name behind and adressed to; The Project Cordinator, Bauchi State ACReSAL.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
