The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Kano State Adolescent Girls’ Initiative for Learning and Empowerment Project (KNAGILE) and intends to apply part of the proceeds toward payments under the contract for the Construction of 49 Secondary Schools, including 30) Junior Secondary Schools and 19) Senior Secondary Schools, Phase 1, package 1: lots 1 to 12 in Kano State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
The Kano State Ministry of Education, through the office of the Project Coordinator, Kano AGILE, now invites sealed bids from eligible Bidders for the Construction of 49 Secondary Schools, including (30) Junior Secondary Schools and (19) Senior Secondary Schools, Phase 1, package 1: lots 1 to 12 in Kano State as follows:

The work period is 8 months, and the margin of Preference shall not be allowed.

The attention of the prospective bidders is hereby drawn to the Pre-Construction activities, including confirmation of foundation designs of various buildings to determine suitability for the soil type, preparation of service drawings for the site, etc, as required under paragraph 5 of Section III of the Bidding Document.

3. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing, September 2023 (“Procurement Regulations”) available on www.worldbank.org/procure and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the office of the Kano State Adolescent Girls’ Initiative for Learning & Empowerment Project (KNAGILE) and inspect the bidding document during office hours from 9:00 am to 4:00 pm (local time) at the address given below.

5. The bidding document in English may be purchased from the address below and upon payment of a non-refundable fee of One Hundred Thousand Naira (N 100,000.00) only in a Bank Draft in Favour of ‘’Kano State Adolescent Girls’ Initiative for Learning & Empowerment Project, (KNAGILE)’’ The document could be collected at the address below on presentation of proof of payment. At the bidder"s request, the documents could also be sent by courier after payment of an additional fee to cover the delivery cost.

6. Bids must be delivered to the address in paragraph 10 below on or before Wednesday, October 15, 2025.12:00 pm (local time)

7. All Bids must be accompanied by a Bid-Securing Declaration duly signed by the bidder representative.

8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
