Assignment Title: (1) Development of a Deployment Plan; and (2) Development and Broadcasting of a Radio and Television Edutainment Drama Serial to Promote Optimal Maternal, Infant and Young Child Nutrition (MIYCN), Sustainable Feeding and Climate-Resilient Agricultural Practices.

The Federal Government of Nigeria – Federal Ministry of Health and Social Welfare has received financing from the World Bank toward the cost of the Accelerating Nutrition Results in Nigeria (ANRIN) 2.0 Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • To develop for the ANRiN PMU, Radio and Television Edutainment Drama serial to promote optimal Maternal, Infant and Young Child Nutrition (MIYCN) practices, nutritious and sustainable Agricultural and Feeding Practices, with a focus on addressing the Climate Change related aspects of Undernutrition and Climate Resilient Agricultural Practices. This is to drive an effective above-the-line mass media campaign to improve nutrition during the “first one thousand days” of life window in Nigeria through the ANRiN 2.0 Project. Additionally, a model media plan will be proposed for the intervention to the PMU for roll out during the life of the ANRiN 2.0 Project. Furthermore, the consultancy firm will develop and implement ANRiN Project Social and Behaviour Change (SBCC), media buying and Placements at the national level as well as the development and implementation of Media-Monitoring Plan for ANRiN.

The Federal Ministry of Health and Social Welfare- Accelerating Nutrition Results in Nigeria (ANRIN) 2.0 Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Firm Qualification and Key Professional Staff Criteria

The consultancy firm should possess the following qualifications and expertise. Specifically, the firm must possess proven experience in;

  • The development and broadcasting of a radio and television edutainment drama serial in the development space (Health or Nutrition or Social Protection or Agriculture etcetera);
  • Development of a deployment plan for the broadcasting of a radio and television edutainment drama serial;
  • Must be legally established and not debarred by the International Development Association (IDA) or other multilateral organizations;
  • The firm should possess previous working experience on World Bank (or other similar multilateral organisations) supported project(s);
  • Should have experience in undertaking at least two (2) similar assignments in Nigeria or another country, preferably within Sub-Saharan Africa;
  • Must have been operational within the media and communications sector for a minimum of 10 years;
  • Should demonstrate in-depth knowledge of Nigeria"s media landscape, including the range of media channels, key players, and market rates;
  • Must have prior experience and demonstrated knowledge in Social and Behavior Change (SBC) communication strategies and interventions, particularly in health, nutrition, agriculture or related sectors;
  • The firm’s cumulative annual financial turnover in the last 5 years should be a minimum of Three Million US Dollars ($3,000,000);
  • Technical Capacity and Team Composition: the firm should have a qualified in-house team including at minimum: (i) Team Lead/Project Manager Social and Behavior Change Communication Specialist (ii) Creative Director / Content Development Lead (iii) Scriptwriter(s) (iv) Audio-Visual Producer / Director (v) Media Planner / Media Buyer//Media Monitoring

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
