1. The Federal Government of Nigeria has received financing from the World Bank/AFD/EIB toward the cost of the Nigeria Digital Identification for Development Project and
intends to apply part of the proceeds toward payments under the contract for Procurement of 7000 Units of MOSIP Certified Mobile Enrolment Devices
2. The Project Implementation Unit, Nigeria Digital Identification for Development Project, National Identity Management Commission now invites sealed Bids from eligible
Bidders for Procurement of 7000 Units of MOSIP Certified Mobile Enrolment Device. Further informations are availabe in the Bidding Document.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for
IPF Borrowers” Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” February 2025 (“Procurement Regulations”) and is open to
all eligible Bidders as defined in the Procurement.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The weightings of 50% Technical and 50% Financial apply for Rated
Criteria.
5. Interested eligible Bidders may obtain further information from Project Implementation Unit, Nigeria Digital Identification for Development Project, National Identity
Management Commission, Tito Temitayo Ejenavi (PIU, Project Coordinator) procurement@nigeriadid4d.org and inspect the bidding document during office hours 0900 to 1600
hours at the address given below
6. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon
payment of a nonrefundable fee of Twenty-Five Thousand Naira or 15 USD The method of payment will be by direct payment to the following account details. The document will
be sent by mail.

7. Bids must be delivered to the address below on or before 12:00 noon local time on 27th August 2025. Electronic bidding will not be permitted. Late Bids will be
rejected. The outer Bid envelopes will contain two envelopes, one TECHNICAL and the other FINANCIAL, this can be marked “ORIGINAL BID” and a copy. The inner envelopes
marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below in
the Conference Room, Ecosystem Building, 12 Noon 27th August 2025 All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the
Purchaser until the second public opening. Please note that each of the two envelopes of Technical and Financial Bids must contain the Soft Copy. Wrongly placed soft copy
of financial submission may lead to disqualification.
8. All Bids must be accompanied by a Bid Security of USD 137, 200.00 or its equivalent in the form of a Bank Guarantee.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the
Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
