Assignment Title: Engagement of a firm to develop, customise and deploy ANRIN App 2.0

The Federal Government of Nigeria – Federal Ministry of Health and Social Welfare has received financing from the World Bank toward the cost of the Accelerating Nutrition Results in Nigeria (ANRIN) 2.0 Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • The design, development, customisation and deployment of an android-enabled mobile application with web interface aligned to ANRiN 2.0 service delivery workflows. This may be based on a modification of the ANRiN 1.0 or rebuilding the application if the programming codes for ANRiN 1.0 are not easily transferrable. The application will be deployed across designated Local Government Areas of 21 implementing States of ANRiN 2.0
  • The migration and integration of all critical ANRiN 1.0 application functionalities into ANRiN 2.0 App (mobile and web application) without loss of functionality and enhance the functionalities to include Artificial Intelligence and Machine Learning capabilities.
  • Ensuring seamless online and offline data capture capabilities at the community and facility levels.
  • Maintaining continuity in monitoring, workload tracking, business logic validation, and field performance reporting.

The Federal Ministry of Health and Social Welfare- Accelerating Nutrition Results in Nigeria (ANRIN) 2.0 Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Proven Experience in Mobile and Web Application Development in the Development space (Health or Nutrition or Social Protection or Agriculture etcetera): the firm must demonstrate a minimum of five (5) years of experience in developing and deploying mobile and web-based applications, with at least two (2) successful implementations in Nigeria or any other similar context. Documentary evidence of previous similar projects, including contactable references, must be provided.
  • Expertise in integrating Applications with National Health Information Systems (e.g. DHIS2): the firm must have demonstrated expertise in developing interoperable digital health solutions, including interoperability with DHIS2 or similar Health Management Information Systems. Prior experience with structured data migration, API development, and real-time data synchronization is required.
  • The firm’s annual financial turnover in the last 5 years should be a minimum of Seven Hundred and Fifty Thousand Dollars ($750,000);
  • The firm should possess previous working experience on World Bank (or other similar multilateral organisations) supported project(s);
  • Technical Capacity and Team Composition: the firm should have a qualified in-house team including at minimum:
  • Team Lead/Project Manager with digital health project experience
  • Mobile app developer(s) (Android)
  • Web application developer
  • Systems integration expert
  • Cybersecurity Specialist

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for Investment Project Financing Borrowers” March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification (CQS) method set out in the Procurement Regulations.
