REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR PREPARATION OF CLEAN NIGERIA CAMPAIGN (CNC) PERFORMANCE REVIEW REPORT UNDER THE WORLD BANK-ASSISTED SUSTAINABLE URBAN AND RURAL WATER SUPPLY, SANITATION AND HYGIENE (SURWASH) PROGRAM-FOR-RESULTS

The Federal Government of Nigeria has signed a loan agreement with the International Development Association (IDA) towards the cost of the SURWASH Programme and intends to apply portion of the loan to eligible payments under this contract.

2. The specific objective of the consultancy is to engage a consultant for the preparation of Clean Nigeria Campaign (CNC) performance review report.

3. Scope of Assignment: - The specific responsibilities of the Consultant shall be to:

• Carried out a critical review of the Campaign to make changes to the Strategies and approaches to implementation towards achieving the Campaign Objectives.
• Assess progress on the targets set in the ODF Roadmap towards ensuring Open Defecation-Free Nigeria by 2025.
• Examine the performance of the Campaign Secretariat and identify areas that are on target and those that need improvements.
• Carried out as an assessment of the current National ODF Roadmap, Implementation Strategy and the CNC work plan. The CNC Performance Review will revise strategies and actions that will be implemented in the future

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

5. The Consultant will be engaged for a period of Twelve (12) weeks. The Consultant will be selected using Individual Consultant Selection method (INDV), and in accordance with the procedures set out in the World Bank Procurement Regulations for IPF Borrowers, published in July 2016 (revised November 2017, July 2018 and November 2020).

6. The FPIU now invites you to submit your Expression of Interest and (CV) for consideration for this service. The details of the scope of the service are provided in the attached Terms of Reference. This request has been addressed to two (2) other consultants, and it is not permissible to transfer this offer to any other consultant.
