• The Federal Government of Nigeria has received financing from the World Bank and the French Development Agency (AFD) and on-lent the financing to nineteen participating states (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for Construction of 23.84km Spot Improvement works in Kogi State. This contract will be financed by the International Development Association (IDA), French Development Agency and Kogi State Government. Procurement process will be governed by the World Bank’s Procurement Regulations

• The Kogi State Ministry of Energy and Rural Development through the Project Implementation Unit of the Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the Construction of 23.84km Spot Improvement works in Kogi State grouped into 1 lot as follows;

Note: The project involves improvement of an existing rural feeder roads having a total length of 23.84km. The works include but not limited to; Site clearance and Earthwork, Culverts and Drains, Pavement as well as strict undertaking of Social and Environmental Safeguard. The work is expected to be completed within 12 months.

• Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September, 2023- Fifth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible bidders may obtain further information from the State Project Coordinator Kogi State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 9:00 am to 4:00 pm local time at the address given below.

• The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and Twenty Thousand Naira (NGN120, 000.00) only per lot. The method of payment will be direct deposit to the specified account below. The document will be made available at the address given below.

• Bids must be delivered to the address below on or before 12:00noon on Tuesday 15th October, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Tuesday 15th October, 2024 by 12:00noon.

• Attention is drawn to the Procurement Regulation requiring the Borrower to disclose information on the successful bidder’s beneficiary ownership as part of the Contract Award Notice, using the beneficiary ownership disclosure form as included in the bidding document
