ISSUED ON: MONDAY, AUGUST 12, 2024

• The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for the Construction Services of Rural Road Upgrading of 16.55Km Rural roads in Okobo and Ini LGAs of Akwa Ibom State.

2. This contract will be jointly financed by the L’Agence Française de Développement (French Development Agency or AFD). Procurement process will be governed by the World Bank’s Procurement Regulations.

3. The Akwa Ibom State Project Implementation Unit (SPIU), Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed Bids from eligible Bidders for the Construction Services of Rural Road Upgrading of 16.55km Rural Roads in Okobo and Ini LGAs of as presented thus:

• Lot 1 - Nsie Utine-Ndung Offi-Oro-Airport Road, Okobo LGA

Lot 2 - Ananamong – Ebo-Nchanebua – Ikot Essien, Ini LGA

4. The Construction Services of Rural Road Upgrading of 16.55km Rural Roads in Okobo and Ini LGAs works include but not limited to; Maintenance of existing paved roads, Site clearance and Earthwork, Culverts and Drains, Pavement and Surfacing of unpaved roads as well as strict undertaking of Social and Environmental Safeguard.

5. Bidding will be conducted through National Competitive Procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” November, 2020 - Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

6. Interested eligible bidders may obtain further information from the State Project Coordinator

The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application accompanied with an evidence of payment to the address below and upon payment of a nonrefundable fee of NGN250, 000.00. The method of payment will be direct deposit to the specified account below.

8. Bids must be delivered to the address below on or before 12.00 noon on Wednesday

September 11, 2024. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12.00 noon on Wednesday September 11, 2024.

9. All Bids must be accompanied by a Bid Securing Declaration and MUST be on the official headed paper of the bidder and duly signed by authorized officer.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
