CONSTRUCTION SERVICES FOR SPOT IMPROVEMENT OF 130.63KM OF RURAL ROADS AND CROSS-DRAINAGE STRUCTURES (BRIDGES/CULVERTS) OF 39.00 LINEAR METERS IN AKWA IBOM STATE- (PHASE 1)

  • The Federal Government of Nigeria through the Federal Ministry of Agriculture and Rural Development has received financing from the World Bank toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and intends to apply part of the proceeds toward payments under the contract for construction for Spot Improvement of 130.63km of rural roads and cross drainage structures (Bridges/Culverts) of 39.00 linear metres in Akwa Ibom State.

2. This contract will be jointly financed by the L’Agence Française de Développement (French Development Agency or AFD). Procurement process will be governed by the World Bank’s Procurement Regulations.

3. The Akwa Ibom State Project Implementation Unit (SPIU), Rural Access and Agricultural Marketing Project (RAAMP) now invites sealed Bids from eligible Bidders for the Construction of Spot Improvement works as shown in Schedule A below.

3. Spot improvement works include but are not limited to; Site clearance, earthworks pavement works, and improvement/provision of culverts/ drainages /slopes/embankments/other structures as well as the strict undertaking of social and environmental Safeguards. The work is expected to be completed within 10 months. The detailed scope of work for each of the candidate roads for spot improvement projects is outlined in Schedule B below.

4. Bidding will be conducted through National Competitive Procurement method using Request for Bids (RFB) document as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” November, 2020 - Fourth Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information from the State Project Coordinator (akwaibom-raamp@outlook.com) Akwa Ibom State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.

6. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application accompanied with an evidence of payment to the address below and upon payment of a nonrefundable fee of NGN150, 000.00. The method of payment will be direct deposit to the specified account below.

7. Bids must be delivered to the address below on or before 12.00 noon on Thursday

August 31, 2023. Electronic Bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 12.00 noon on Thursday, August 31, 2023.

8. All Bids must be accompanied by a Bid Security which MUST be a Bank Guarantee in the following amount and on Lots basis:

  • LOT 1 = NGN7M
  • LOT 2 = NGN10M
  • LOT 3 = NGN6M
  • LOT 4 = NGN8M
  • LOT 5 = NGN13M

LOT 6 = NGN10M

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
