The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Multi-Sectoral Crisis Recovery Project and intends to apply part of the proceeds for
consulting services.
The consulting services (“the Services”) include consultancy services rendered to the project to prepare drawings, bill of quantities, and evaluation of tender documents during review for
the procurement of the contractors and reply to bidders queries through the PCU. This activity shall include the preparation of Architectural, Structural, Electrical and Mechanical designs,
working drawings, schedule of dilapidations and specifications for the rehabilitation, remodeling and upgrading work. Details should include GPS Coordinates, site plans, floor plans,
elevations, roof plans, sections, doors and windows schedules and other relevant details. The consultant shall also assist the PCU to supervise the construction on all the proposed sites,
ascertaining that the performance of Contractors under the various construction contracts meets their obligations under the individual contracts and shall advise the PCU and the implementing
MDAs (MOL&H, MOH,MWR,MOE ) accordingly.
It is expected that the assignment shall commence in May 2019 and will be implemented over Forty Five (45) days for production of designs and BoQs and Eighteen (18) months for the supervision
of constructions.
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The Project Coordinating Unit of the Yobe State Multi Sectoral Crisis Recovery Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the
Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following should be
included in the consultant’s submission
1. A full company profile , with all details (Address, contact person, Phone numbers, e-mail)
2. General Organizational capability and resources (staffing, years of experience)
3. Evidence of company executed relevant assignments
4. Evidence of intended Joint Venture partnership agreements where Consultants intend to associate

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised
November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the
case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection method set out in the Procurement Regulations.

ASSESSMENT: CONSULTANCY FOR THE DESIGN AND SUPERVISION OF REHABILITATION OF PUBLIC BUILDINGS IN THE EIGHT (8) AFFECTED LGAs IN YOBE STATE.
1 Background
Since 2009, the North East (NE) has been affected by the Boko Haram (BH) conflict and the resulting military operations, impacting the lives of over 15 million people. The conflict has
caused the loss of at least 20,000 lives and the displacement of around 2.5 million people internally and across international borders. The BH conflict has triggered an acute humanitarian and
forced displacement crisis, with devastating social and economic impacts on the population, further deepening poverty and fragility in the NE region. Across the six states of the NE – Borno,
Yobe, Adamawa, Bauchi, Gombe, and Taraba, there has been estimated infrastructure damage of US$ 9.2 billion and accumulated output losses of US$ 8.3 billion[1]. In the most directly and heavily
affected states of Borno, Adamawa, and Yobe (BAY States), hundreds of thousands of households are living without access to basic infrastructure and social services.
A Recovery and Peace Building Assessment (RPBA), was conducted from January to April 2016, which identified and measured crisis recovery needs in the NE. The Government of Nigeria (GoN) has
demonstrated strong commitment towards taking on the recovery and development challenges in the NE. In July 2015, after a series of successful military efforts that led to the recovery and
stabilization of part of the territory once controlled by BH, the GoN requested support from the World Bank (WB) in the recovery efforts in the NE. In response to this request, the WB partnered
with the European Union (EU) and United Nations (UN) to support the GoN in conducting the RPBA. Following the RPBA, the GoN then requested support from donors for the post-RPBA process in April
2016. The post-RPBA process provides an implementation and institutional framework and action plan for recovery and peace building in the NE. The coordination of such program as well as other
initiatives in the North East is planned to be done by a coordination agency, currently the Presidential Committee of the North East Initiative (PCNI) officially established and mandated in
September 2016 by President Buhari with the mandate of “oversight coordination, and monitoring of all interventions in the North East region.”[2]
Now that significant portions of the territory formerly controlled by BH are under government control, it is of critical importance to immediately secure, consolidate and translate these
gains into recovery and developmental progress. As agreed between the GoN and development partners (DPs) under the RPBA, and subsequently reaffirmed by the Buhari Plan[3], this will require
taking a gradual, phased and two-pronged approach, which includes: (i) a surge of high-impact, early recovery interventions in the period of stabilization for rebuilding lives and livelihoods
while humanitarian operations continue in tandem and; (ii) a gradual transition towards medium term recovery and resilience building through investments in social cohesion, productive, capital
and social infrastructure. The key elements of the proposed approach are to: (i) respond to the immediate needs of forcibly displaced populations and host communities to address the
humanitarian crisis; (ii) rapidly rebuild the social fabric and the social contract between the Government and its citizens, and; (iii) sustainably restore and improve service delivery and
economic livelihoods across all critical sectors.
World Bank Multi-Sectoral Crisis Recovery Project (MCRP)
The initial WB response to the North-East crisis, totalling US$ 775 million, includes (i) the development of a proposed US$200 million Multi-Sectoral Crisis Recovery Project (MCRP) for NE
Nigeria, which serves as a node of convergence in supporting the overall recovery efforts in the NE; and (ii) a US$575 million additional financing program of six projects to address service
delivery gaps and support livelihoods. The Project Development Objectives (PDOs) of the MCRP are “to: (a) support the Government of Nigeria towards rehabilitating and improving critical
service delivery infrastructure, improve the livelihood opportunities of conflict and displacement-affected communities; and strengthen social cohesion in the North East Participating States of
Borno, Yobe, and Adamawa; and (b) in the event of an Eligible Crisis or Emergency, to provide immediate and effective response to said Eligible Crisis or Emergency.”
To achieve the PDO, the project includes four components: Component 1, II, III and IV.
Component 2 – Infrastructure Rehabilitation and Service Delivery Restoration and Improvement – US$ 150 million: This component will include the rehabilitation of critical physical
infrastructure and the sustainable restoration of service delivery. Interventions under this component will be spread across the following sectors:
Transport: Rehabilitation and improvement of critical state and local transport infrastructure, including reconstruction and repair of damaged bridges and state and local roads.
Water and sanitation: Restoration of municipal services including the reconstruction and rehabilitation of water supply facilities, sanitation, and solid waste management
infrastructure and service delivery.
Education: Reconstruction and repair of damaged school infrastructure such as classrooms, offices, fences, playground, latrines, labs, and other associated service delivery
interventions.
Health: Reconstruction or rehabilitation of health center buildings and other associated service delivery interventions in respect of staff, furniture and supplies.
Public buildings: Rehabilitation and reconstruction of damaged local government buildings, particularly those seen as critical for restoring service delivery functionality across
multiple sectors.
The GoN and the WB concluded negotiations and reached agreements on the MCRP in January 2017, and the MCRP was approved by the WB Board on March 20, 2017. The expected project closing date
is May 31, 2021.
This ToR detail the tasks and requirements needed to carry out activities under Component II.
The MCRP will be implemented in works and housing sector in the affected areas of the State by the Yobe State Project Coordination Unit (PCU) of MCRP in collaboration with the State Ministry of
works and housing serving as the Implementing MDAs for the sector.
I. PROJECT INFORMATION
The main purpose of the project is to renovate, rehabilitate, remodel and upgrade Public Buildings damaged by the Boko Haram insurgency in Eight(8) LGAs of the State so as to restore them to a
functional and better state with the aim of Building Back Better. The Project consists of the following components:
A. Education
Renovation of GSS (Including Perimeter fence), Bara, Gulani LGA
Renovation of GSS (Including Perimeter fence), Bularafa, Gulani LGA.
Renovation of GSS (Including perimeter fence) Jajere, Fune LGA
Renovation of GGSS (Including Perimeter fence), Buni Gari, Gujba LGA
B. Health
Rehabilitation and Upgrading of 18 nos. PHC Centres to Comprehensive PHC center (Must include Solar electrification, solar powered boreholes) - Phase I
Rehabilitation and Upgrading of 1 No. Trauma Centre Damaturu.
C. Housing
Rehabilitation of Ministry of Agriculture Office Complex.
Rehabilitation of Zonal Statistical Office.
Rehabilitation of Cultural Buildings ( District Head"s Palace), Gujba, Gujba LGA.
Rehabilitation of Cultural Buildings ( Emir"s Palace Babbangida)
Rehabilitation of Government Buildings; Agency for Mass Literacy.
Rehabilitation of Government Buildings; Town Engineers Office.
Provision of community town center for peace building and social cohesion.
SCOPE OF WORK
Physically visit the sites as listed above
Conduct building condition survey and produce a report
Prepare Architectural, Structural, Electrical and Mechanical designs, working drawings, schedule of dilapidations and specifications for the rehabilitation, remodeling and upgrading work.
The details should include GPS Coordinates, site plans, floor plans, elevations, roof plans, sections, doors and windows schedules and other relevant details.
Prepare detailed Bills of Quantities (BoQs)
The consultant will support the State PCU to prepare drawings, bill of quantities, and evaluation of tenders documents during review for the procurement of the contractors and reply to
bidders queries through the PCU.
Construction Supervision
The Consultant shall observe and ascertain that the Contractors’ performance meets with their obligations under the contracts and shall advise the PCU and the implementing MDAs (MOL&H,
MOH,MWR,MOE ) accordingly.
The principal duties and responsibilities of the Consultant in respect of the Supervision of the Works shall be to approve the materials and workmanship of the Works in co-operation and
consultation with the Employer, as described in the contract documents for the Works. As stated therein, the Consultant shall have no authority to relieve the Contractor of any of his duties or
obligations under the contract or to impose additional obligations not included in the contract. Specific duties include:
Develop training manual on supervision, quality control and contract management;
Support 3 days capacity building of employer staff on supervision, quality control and contract management;
Clarify any inconsistency in the Works contract documents;
Review and recommend to the PCU the Contractor"s key superintendent personnel, construction/ mobilization programmes and sites to be occupied by the Contractor;
Recommend to the PCU for commence the works;
Ensure a system of Quality Assurance of the Works is established and applied rigorously throughout;
Recommend to PCU on issues of working drawings including variations for further action;
Appraise the progress of the works, and recommend for suspension of works and extensions of the period of completion of works, with the Employer"s approval;
Advise the Employer on all matters relating to execution of the Works, including claims from the Contractor; and make recommendations thereon, including the possible recourse to
arbitration;
Draw up and issue all the reports required under this ToR, to include digital colour progress photographs by the Consultant at each stage of all the activities to illustrate the status,
details and quality of the Works at (a) the Pre-rehabilitation stage; (b) during rehabilitation; and (c) at completion of rehabilitation. The same shall be suitably indexed for documentation
and for further use of the PCU;
Record measurement of the Works and recommend for the issuance of Interim Certificates for monthly payments to the contractor and certify completion of parts or the totality of the Works,
with details of progress;
Furnish all the required documents/clarifications/explanations sought by PCU for monthly payments of Interim Payment Certificates (IPC’s) certified by the engineer;
Assist the PCU in providing clarifications/explanations to observations made from time to time by the PCNI and the World Bank Audit;
Ensure safety during construction and the timely and effective implementation and monitoring of compliance of the Resettlement Action Plan (where possible) and the Environmental and Social
Management Plan throughout the different stages of the Works, including the Defects Liability Period to completion; and, if warranted, and recommend for the issuance of all necessary
instructions and penalties;
Advise the PCU, in advance, against any additional liabilities of the Employer, that may arise under the contract, with the Contractor or otherwise;
Ensure the Environment and Social Management Plan (ESMP) and Occupational Health and Safety (OHS) issues are adequately addressed, including but not limited to the monitoring and reporting
of: (i) evidence of the Contractor’s provision of safety equipment (helmets, boots, gloves, safety vests, dust masks); (ii) provision of toilet facilities for workers etc;
Monitor the contractors’ implementation of the world bank “labor influx” guidelines and other environmental and social safeguard.
Consultant/contractor will adhere to “GBV” guidelines
Throughout the Construction Period, the Consultant shall maintain a full time presence on Site.
Ensure incorporation of build back better principle in all designs
Outputs and Deliverables:
The following outputs and deliverables are expected from the consultant:
At design stage:
Comprehensive training manual on supervision, quality control and contract management.
A comprehensive design which includes drawings, bills of quantity and environmental consideration on “Going Green” initiative to ensure standardization of infrastructure.
Details project Implementation plan and cost.
Detail scope of work.
At supervision stage:
Progress report on monthly basis comprises of works stagiest in percentage with photographs and quality control assurance.
Issuance of Interim Payment Certificates (IPC’s) certified by the Architect/Engineer on level of works.
Detail project final completion report at the end each works.
Consultancy Period
The consultancy period for this exercise is Fourty Five (45) days for production of designs and BoQs and Eighteen (18) months for the supervision of constructions.
Firm
The consultancy firm should be an engineering (water/civil) entity with at least 5 years of experience in the field of water/ Civil engineering project management and consultancy services. The
key personnel of the firm should have the requisite qualifications and shall be registered members of COREN (Council of Registered Engineers in Nigeria) or the relevant required body of
registration in Nigeria. The consultancy firm should possess the requisite knowledge and skills with at least 5 years of field experience in the areas of community mobilization and
sensitization for development purposes.

The remuneration for the design and supervision consultancy is subject to negotiation between the two parties which may be paid under a lump-sum basis and without prejudice to all procurement
protocols and within the costs specified in the procurement plan for these activities.
