PROCUREMENT NOTICE:
Invitation for Bids without Pre-Qualification
Enugu State Water Corporation
PROGRAMME: AFD Support to 3rd National Urban Water Sector Reform Project (CNG1108)
Procurement of Package N°1
Construction of Transmission Pipeline from Nsude Twin Tank to the Terminal Tank of Enugu Water Supply System

1. The Enugu State Water Corporation has received funds from Agence Française de Développement ("AFD") towards the cost of French Development Agency Support to the 3rd
National Urban Water Sector Reform Project. It is intended that part of the proceeds of these funds will be applied to eligible payments under the contract for the
Construction of Transmission Pipeline from the Nsude Twin Tank to the Terminal Tank of Enugu Water Supply System.
2. The Enugu State Water Corporation now invites sealed Bids from eligible Bidders for the execution of the following works ("the Works"): Construction of Transmission
Pipeline from the Nsude Twin Tank to the Terminal Tank of Enugu Water Supply System. This package covers the Construction of ND800/700 Transmission Pipeline from the Nsude
Twin Tank to the Terminal Tank, including the minor repairs on the existing ND600 steel pipeline from the Nsude Twin Tank to the Terminal Tank via the Agbaja Ngwo Tank.
The package is planned to start in June, 2024 with a construction period of 12 months and a Defect Liability Period (DLP) of 6 months.
The Construction of the ND800/700 Transmission Pipeline from the Nsude Twin Tank to the Terminal Tank, when completed will be one of the key transmission facilities
for drinking water for Enugu city. The proposed work is composed of the supply and installation of pipes, fittings, valves, and other pipeline equipment; excavation of
trenches; laying of pipes, fittings, valves, and other pipeline equipment; backfilling of the trenches, and the construction of pipeline appurtenances and related
ancillaries works.
The package also includes the rehabilitation of the existing ND900/600 transmission pipeline from the Nsude Twin Tank to the Terminal Tank via the Agbaja Ngwo
Tank.
The scope of the works to be carried out under the AFD project consists of carrying out the construction of the ND800/700 transmission Pipeline and rehabilitation of
the existing ND900/600 transmission pipeline from the Nsude Twin Tank to the Terminal Tank via the Agbaja Ngwo tank.
The Contracts shall include the design, manufacture, inspection and works testing, supply and delivery, unloading, supervision of erection, complete installation,
commissioning, tests on completion, training of local operators, production of record drawings, installation, operating and maintenance manuals, pipework and fittings,
coating, finishing, painting and remedying of defects for a period of 6 months.
The following works are included.
Supply, excavation, bedding, laying, backfilling, associated works, testing, and commissioning of a 7,665 m length of ND800 mm ductile iron pipeline, from the Nsude
Twin Tank to the Agbaja Ngwo tank.
Supply, excavation, bedding, laying, backfilling, associated works, testing, and commissioning of a 6,825 m length of ND700 mm ductile iron pipeline, from the Agbaja
Ngwo Tank to the Agbaja Ngwo tank.
Rehabilitation of the existing ND900/600 transmission pipeline from the Nsude Twin Tank to the Terminal Tank. The works in this component included the supply and
replacement of ND600 gate valve at ‘’Why Worry’’, replacement of air-valves and reconstruction of air-valve chambers, bituminous felting of exposed section of the
pipeline, etc.
A Pre-bid meeting and Site Visit will take place on 7th May 2024 at ENSWC offices. This is optional.

4. A complete set of Bidding Documents may be purchased by interested Bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of N150,000.00 (One Hundred and Fifty Thousand Naira) or Euro 150 (One Hundred and Fifty Euro) or the equivalent sum in a freely convertible currency. The method of
payment will be by cheque, bank draft or in cash, made out in favour of SPIU, Enugu State Water Corporation and lodged in the designated account (with payment slip
tendered as evidence of payment).
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of AFD"s Standard Bidding Documents: Procurement of
Works.
6. Bids must be delivered to the above office on or before12.00pm (GMT+1) on 7th June, 2024 and must be accompanied by a Security (Unconditional Bank Guarantee) of
N165,000,000.00 (One Hundred and Sixty-Five Million Naira) or EUR170,000 (One Hundred and Seventy Thousand Euro), with a bid validity period of 120 days from bid
submission date.
7. Bids will be opened in the presence of Bidders’ representatives who choose to attend at 12.30pm (GMT+1) on 7th June, 2024 at the conference room of the Project
Implementation Unit (PIU), Enugu State Water Corporation, No. 3 Constitution Road, GRA, Enugu, Nigeria
8. Qualification criteria are detailed in section III – Evaluation and Qualification Criteria of the Bid Document including the under stated minimum Conditions for
participation:
- Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers.
- Experience in water, oil or gas pipeline construction contracts (pumping stations, transmission pipeline construction and rehabilitation, concrete tanks rehabilitation,
etc,), in the role of prime contractor, JVCA member, subcontractor, or management contractor for at least the last 10 years, starting 1st January 2014.
- Economic and Financial Standing
Average annual turnover from construction contracts (calculated as total certified payments received for contracts in progress or completed) over the last five (5) years
of Euro 17,000,000 (Seventeen Million Euro) equivalent.
Access to or availability of financial resources, such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual
advance payments, not less than Euro 3,000,000 (Three Million Euro) equivalent, taking into account the tenderer"s commitments for other contracts.
- Technical and professional ability
Two (2) contracts successfully implemented, each of minimum value Euro 15,000,000 (Fifteen Million Euro) equivalent in large water, oil or gas pipeline construction
contracts and commissioning (pumping stations, transmission pipeline construction and rehabilitation with diameters above ND600 and length above 5 km, concrete tanks
rehabilitation, etc.,), that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor
between 1st January 2014 and application submission deadline.
