Dear Mr. /Ms.:
The Federal Government of Nigeria has received financing from the World Bank toward the cost of Fiscal Governance and Institutions Project (FGIP), and intends to apply part of the proceeds
toward payments for Consultancy for e-Government Procurement Baseline Study under the contract for the Design, Development/Customization, Supply, Installation and Maintenance
of an Electronic Government Procurement (e-GP) System.
The consulting services (“the Services”) include the following as shown below and the duration of the contract shall be for three (3) months and is expected to commence in April, 2021. The
Consultant is expected to be available in the Bureau’s Abuja office full time. Activities to be performed by the Consultants include but are not limited to the following:
Develop and submit a Procurement Baseline Study Plan with a conceptual framework and methodology
Review and analyze reports on the existing procurement process in Nigeria including the e-GP Readiness Self-Assessment Report, Technical Advisor’s report on the implementation of e-GP in
Nigeria and other related documents to be made available by the Bureau.
Collect and analyze data (through survey/interview, field study, etc) )on the current procurement process including:
Level of compliance by Ministries, Departments and Agencies (MDAs) with the use of the Nigeria Open Contracting Portal (NOCOPO) for preparation and submission of their procurement plans and
records
Level of participation of contractors, consultants and service providers in the procurement process through the National Database of Contractors, Consultants and Service Providers
Level of use of Standard Bidding Documents by MDAs
Efficiency of the administrative review mechanism and process
Cost savings by the Bureau
Level of corruption cases such as falsification of documents and collusion by bidders, contract splitting and other offences by procurement officers, etc
Efficiency of the overall procurement process including processing timelines in key stages such as advertisement, evaluation and award
Challenges associated with the current process
Review and analyze documents on the proposed e-GP system including the bidding document (RfB), project plan, technical documentations and other relevant documents to be made available by
the Bureau.
Develop Key Performance Indicators (KPIs), monitoring and evaluation tools for the e-GP system and outline expected outcomes and impact
Recommend change management approach and methodology for the e-GP system
Develop and submit a Baseline Study Report.
The detailed Terms of Reference (TOR) for the assignment is attached to this Invitation Letter.
The Bureau of Public Procurement (BPP) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
a) Education:
Master’s degree in, Information Technology, Software Engineering, Computer Science, Business Management, Procurement or equivalent from a recognized university.
Background in government procurement preferred.
A PhD degree will be an added advantage
b) Work Experience:
Ten 10 years of professional experiences in procurement, software project management related to procurement functions, research and survey or any other relevant field.
At least 5 Years" experience in developing and managing public sector procurement systems especially in implementation, analyzing, mapping and reengineering of all processes.
Experience in international e-procurement projects will be desirable.
Sound knowledge of relevant ICT applications for Procurement.
c) Language Requirement:
Excellent communication skills in English required.
d) Key Skills and Competencies:
Robust project planning/execution skills including estimating, scheduling and executing on committed schedules
Computer programming language is an advantage.
Ability to multitask effectively as well as to work under pressure.
Ability to exercise a significant degree of initiative and to work effectively with stakeholder organizations.
Good interpersonal and communication skills
Knowledge of government, rules and regulations, guidelines and standard procurement documents of multilateral banks especially World Bank and ADB would be an advantage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
