Assignment Title: Consultancy Services for Developing a National WASH Policy for Nigeria

The Federal Government of Nigeria (FGN) has received USD$700M financing from the World Bank towards the cost of the Nigeria Sustainable Urban & Rural Water Supply, Sanitation & Hygiene (SURWASH) Programme and intends to apply part of the proceeds for the Consultancy Services for Developing a National WASH Policy for Nigeria. The policy will be developed in collaboration with Federal Ministry of Environment, Federal Ministry of Health and other stakeholders.

Access to Water supply, Sanitation and Hygiene (WASH) services in the country has recorded marginal improvement over the years, with variations across locations, regions and wealth quintiles. Access to basic drinking water services increased from 40% in 1990 to 70% in 2019 with current access estimated at 67% and safely managed services at 13% (JMP, 2015; WASHNORM 2021). The increase in access to water supply services between 1990 and 2019 was more substantial in rural areas (from 25% to 61%) than in urban areas (from 76% to 92%), while the dip between 2019 and 2021 was more in urban areas (from 92% to 86%) than in rural areas (from 61% to 57%). In the context of fast urbanization, utility service provision in urban areas has been unsustainable, as illustrated by the big drop in the proportion of households with access to ‘piped water to premises’ down from 32% in 1990 to 7% in 2019.

Access to basic sanitation services increased from 38% in 1990 to 46% in 2021 with safely managed services at 18% and rural populations less likely to have access. It is estimated that only 6.1 percent of the urban population is connected to sewers and open defecation practice stands at 23% in average with 8% and 31% in urban and rural areas respectively. Basic hygiene services, an indicator under the Sustainable Development Goal Target 6.2 measured by availability of handwashing facility with water and soap, is estimated at 17% in 2021 with higher access in urban areas (25%) than rural areas (13%).

Objectives of the assignment

The overall objective of the assignment is the development of a National WASH Policy for the overall sector (Urban, Small Towns and Rural Water Supply, Sanitation and Hygiene) covering the horizon until 2030 and supporting the achievement of national goals and fulfillment of international commitments.

Scope of Assignment

The National WASH Policy will be developed to provide to Federal, State and Local Governments, adequate and needed framework for fulfilling their respective WASH mandates and for supporting their commitments to Policy Implementation

Submission of Expressions of Interests (EOIs)

The Federal Ministry of Water Resources now invites eligible firm or Joint Venture to indicate interest in providing these services. Interested firm must provide verifiable information indicating that they are qualified to perform the services. The firm(s) must have the following qualifications and experience.

  • Minimum of 10 years of professional experience in facilitating stakeholder consultations, conducting utility service research, defining institutional and governance framework with proven track record in policy creation and implementation for utilities like water.
  • Experience of at least 2 successfully completed regional or state WASH policy development and implementation exercises within the last 10 years.
  • Technical and managerial organization of the firm, with appropriate numbers of key staff.
  • Documentary evidence of similar contract award/completion.

Please note that key expert will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested firms may associate with other firm(s) to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Consultant will be a private firm of international reputation and with a strong local presence.

One original and two copies of the Expression of Interest must be delivered to the address below not later than Tuesday, 21st November, 2023. by 12.00hrs local time in a sealed envelope clearly marked “Expression of Interest for Consultancy Services for Developing a National WASH Policy for Nigeria”

The firm will be engaged for a period of Ten (10) months. The Consultant will be selected using Quality and Cost Based Selection method (QCBS), and in accordance with the procedures set out in the World Bank Procurement Regulations for IPF Borrowers, published in July 2016 (revised November 2017, July 2018 and November 2020).
