SUPPLY AND INSTALLATION OF RELEVANT SOFTWARE AND HARDWARE FOR DATA MANAGEMENT CENTRE

1. The Government of the Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of Benue State Agro-Climatic Resilience in Semi-Arid Landscapes Project (BNACReSAL), and it intends to apply part of the proceeds of this credit to payments under the Contract for the SUPPLY AND INSTALLATION OF SOFTWARE AND HARDWARE FOR DATA MANAGEMENT CENTRE FOR Benue ACReSAL PROJECT (BNACReSAL).

2. The Benue State Agro-Climatic Resilience in Semi-Arid Landscapes Project (BNACReSAL)

now invites sealed bids from eligible and qualified bidders for the Procurement of the following:

3. Bidding will be conducted through the National Competitive Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” procurement in investment project financing revised August 2018 (“Procurement Regulations”) and is open to all Bidders as defined in the Procurement Regulations.

Interested eligible bidders may obtain further information at the address below and inspect the Bidding Documents from 10:00am to 4:00pm Mondays to Fridays, excluding public holidays.

4. All Bids must be accompanied by a Bid –Security: Lot 1- NGN1.2 Million, Lot 2- NGN1.5 Million and Lot 3 – NGN1.0 Million

5. Qualifications requirements include:

i. Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.

ii. Provide evidence of firm’s corporate registration in Nigeria or overseas.

iii. Valid Tax clearance certificate covering at least the last three years;

iv. Company profile and technical qualification of Key Personnel with registration with relevant professional bodies.

v. Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.

vi. Have a minimum of Three (3) similar supplies of or related equipment within the last three

(3) years.

vii. Provide minimum average annual turnover in the last three (3) years of at least: Lot 1-

NGN45M, Lot 2 – NGN58M and Lot 3- NGN25M

viii. Verifiable evidence of financial capability and bank support from a reputable bank.

ix. Court sworn affidavit that all information are true and correct and that none of the Company Directors had been convicted of any crime relating to fraud.

x. Provide evidence of manufacturers authorization. After Sales services facility Centre in Nigeria

A margin of preference for eligible national contractors shall not be applied

6. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty Thousand Naira (N20, 000.00) per Lot. The method of payment will be Bank draft in favor of The Project Coordinator, Benue State - Agro-Climatic Resilience in Semi-Arid Landscapes Project or pay directly into this bank account; BENUE State ACReSAL Interest Account, Polaris Bank, Account Number: 4060015438 and bring the payment evidence to the address below. The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.

7. Submission:

Two copies each of the technical and completed financial bids shall be submitted in two (2) separate sealed envelopes marked technical bid and financial bid. The two envelopes shall be enclosed in a larger envelope labelled technical and financial bid with the Project name at the top right hand corner with Company name behind and addressed to Benue State ACReSAL Project Coordinator.

8. Bids must be delivered to the address below on or before 11.30 am on Tuesday, May 9th, 2023. Electronic Bids submission will not be permitted. Late Bids will be rejected. Bids will be opened at 11.30 am local time on Tuesday May 9th, 2023 at the address below in the presence of Bidders representatives who choose to attend.
