Palmerston North City Council (PNCC) has identified the need to enhance water storage capacity servicing the Kelvin Grove area to better support increasing demand, peak consumption periods, and
long‑term network resilience. The existing storage at the Railway Road water treatment site, which primarily consists of a contact tank, does not currently provide the desired 24 hours of
balancing and emergency storage based on average maximum daily demand. Ongoing residential development and seasonal usage patterns have highlighted the importance of expanding storage to
maintain reliable service levels.
In response, PNCC is progressing a Design & Build project to deliver a new steel water storage reservoir at the Railway Road bore site near the intersection of Roberts Line and Railway
Road. The proposed reservoir will provide approximately 2,500 m³ of net storage, be designed to Importance Level 4 (IL4) seismic standards, and achieve an 80‑year design life. Integrated
with the existing bore, contact tank, and network pipework, the new reservoir will strengthen operational flexibility, support future urban growth, enhance public health assurance, and ensure
the Kelvin Grove water network continues to meet modern performance and resilience expectations.
