NZQA is preparing to establish a panel of suppliers to provide Business Analysis as a Service (BAaaS) across the organisation.

Historically, NZQA has operated with limited internal Business Analyst (BA) capacity. Short-term needs have been met through contractors or fixed-term employees, but this approach has its challenges. To address these ongoing resourcing challenges and reduce reliance on short-term contracting, NZQA intends to procure BAaaS through a panel of 3–4 suppliers. These suppliers will offer a range of business analysts with varying levels of experience and specialisation.

This model will provide:
-Greater flexibility in accessing BA resources
-Improved continuity of knowledge and delivery
-Reduced risk from market fluctuations
-Better alignment between business needs and technology outcomes

We’re procuring Business Analysis as a Service to enable flexible, on-demand access to skilled business analysts who can support both business-as-usual and project-based work. This service will help us define business needs, assess solutions, and ensure alignment with organisational goals. It also allows us to scale analytical capability quickly and improve the quality of decision-making and project outcomes.
