Palmerston North City Council (PNCC) is seeking proposals from experienced and qualified planning professionals to support the processing of resource consent applications under the Resource
Management Act 1991 (RMA). This procurement will result in the appointment of up to 10 pre-qualified contractors who can deliver high-quality consent processing services aligned with PNCC’s
statutory obligations, District Plan, and commitment to excellent customer service.
Contractors will support a range of activities including pre-application engagement, application reviews under sections 91 and 92 of the RMA, notification assessments, the preparation of
section 42A and 104 reports, and participation in hearings where required. Providers must demonstrate the ability to meet legislative timeframes, maintain professional standards, and
communicate effectively with applicants and Council staff.
Contracts will be established under the Government Model Contract (GMC) framework, with an initial two-year term and a one-year extension option. These contracts are non-exclusive and work will
be allocated based on capacity, performance, and the type of consent application.
