The purpose of this RFP is to select a successful Participant to provide early contractor involvement services (ECI Services), including pricing and submission of a Contract Works Offer (Proposal) for the Main Works.

The RFP Participants are asked, amongst other things, to submit a Schedule of Prices which will price the Main Works up to 70%. AT will choose one Participant from the RFP stage to work with AT under an Early Contractor Involvement (ECI) model to provide the ECI Services. This will include providing input into the design of the piling/substructure elements; developing the construction methodology, supported by a comprehensive programme based on access arrangements which the ECI Contractor will secure with KiwiRail and other third parties, such as property owners for laydown areas and management plans; finalising the Schedule or Prices and ultimately submitting a Contract Works Offer (Tender) for the Main Works (ECI Phase).

The ECI Contractor may also be requested to undertake early physical works and early procurement of long lead items for the Main Works.

The intention is for the ECI Contractor to be the Contractor for the Main Works, subject to acceptance by AT (in its sole discretion) of a Contract Works Offer for the Main Works. AT will then enter into a physical works agreement with the Contractor for the construction of the Main Works (Main Works Agreement).


PLEASE NOTE: The Non-Price Response template(02), Scoring Schedule (03) and Schedule of Prices (05) files will be published as an Addendum on Monday 14/04.
