The Parliamentary Commissioner for the Environment (PCE) is reviewing the effectiveness of New Zealand’s marine biosecurity system. Introduced species in the marine environment can pose very
substantial risks to marine biodiversity, as well as our cultural, economic and social values, yet they are often unseen until it is too late. Managing pests on land is hard; doing so
underwater is much harder and more expensive.
This project is looking at how the New Zealand biosecurity system functions and how it could become better at identifying and managing introduced marine species.
As part of this investigation the PCE identified the need to get a better understanding of the contribution that marine litter makes to the domestic spread of introduced marine species (IMS)
around New Zealand. We are seeking to improve our understanding of the following:
*The source and distribution of litter across our marine waters and where it ends up or is likely to end up, including understanding the role of oceanic and coastal currents.
*The settlement and succession of species on marine litter.
*How litter may act as a moving vector or stepping stone for IMS distributions.
Several avenues can be followed to look at the contribution that litter makes to the spread of IMS. We are interested in providers that can supply one or two of the modules listed in our RfP.
