This procurement relates to updating the tools used by Parliamentary Counsel Office (PCO) for drafting and storing legislation to ensure legislative technology is performant, reliable,
resilient and cost effective to maintain and operate. PCO is seeking existing commercial options that could replace the drafting and storage components of our end-to-end XML-based publishing
system. Key components include:
• Legislative XML authoring
• Data storage
The PCO is also interested in Digital Adoption Platforms (DAPs) to both assist existing staff with transitioning to new software and more quickly onboard new staff. Due to the range of
components we are looking to procure it is possible this process could result in more than one supplier being selected to deliver the work.
Central to this tender is the requirement to deliver a modern and stable system for drafting and publishing legislation that is able to be developed iteratively in response to changing
technology and user requirements.
This is a unique opportunity to play a role in shaping the future direction of New Zealand’s legislative technology. Having a stable, fit-for-purpose and future-focused system in place will
ensure PCO’s ability to meet the needs of current and future Governments, along with the people of New Zealand. We need to improve the effectiveness and efficiency of our core design,
drafting and publication resources and tools to ensure our people have what they need to do their core work well and meet growing demands.
