To support the Fast-track Approvals Act, the EPA requires a modular and comprehensive Full Cost Recovery Technology Solution (CRS). This solution will incorporate critical functions, such as time management, expense management and invoicing into a unified system. The solution will allow the EPA to provide more accurate cost estimates, streamline cost recovery, and ensure better transparency for both Applicants and Agencies. Along with the technology solution, the EPA is also seeking a system a implementation partner to ensure the solution is effectively deployed and integrated, and where possible a support partner to maintain and enhance the system.

It is important to note that the EPA is not looking to procure a replacement for existing EPA enterprise systems (i.e. not an Enterprise Resource Management).
