Otago Regional Council (ORC) requires suitably skilled and experienced contractors to undertake maintenance of waterways within the Dunedin area. This is important to maintain flow capacity to
enhance flood protection, and to increase the visual amenity value of the area.
This procurement relates to the delivery of flood protection and river management services for six waterways in Dunedin, Otago. Previously, these services have been provided on an ad hoc basis
by various contractors and, quite recently, under a single contract. We now wish to procure these services by means of two separate packages that can both be bid for, namely Package 1 for the
Water of Leith and Lindsay Creek, and Package 2 for Kaikorai Stream, Ōpoho Creek, Hall Creek and Abbots Creek. Suppliers are invited to bid for one or both packages.
Both above packages are for planned work, with a weekly or monthly frequency (set out in the Scope & Specifications; Appendix A). However, on occasion there will also be a need for
Suppliers to quickly respond to the need for reactive works on the six watercourses, for example where flooding has caused the blockage of debris traps or when a large tree (defined in Section
2.7, Paragraph (h) has fallen into a watercourse. These incidents will be separate to the planned work packages. Suppliers can bid for either or both planned work packages but must also commit
to making themselves available for the reactive work. Note that Suppliers cannot bid for only the reactive work.
