• The Government of Nepal, Ministry of Physical Infrastructure and Transport, Department of Roads, has received financing from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia Nepal Phase 1 Project (ACCESS) and intends to apply part of the proceeds toward payments under the contract for Upgrading of Gorusinghe – Chandrauta (GC) section of the East-West Highway and associated bridges [Ch. 640+000 Km to Ch. 659+200 Km] as listed below:

2. The Department of Roads, Development Cooperation Implementation Division, Accelerating Transport and Trade Connectivity in Eastern South Asia Nepal Phase 1 Project (ACCESS) invites sealed Bids from eligible Bidders for the above contract. The work mainly consists of two phases:

Phase 1: Upgrading Works

Upgrading of existing roads from 2 lanes to 4 Lanes and Service Lanes, Structures, Bridges, etc., including the Defect Notification Period.

Phase 2: Performance-Based Maintenance Works

Maintenance work consists of all activities to be carried out to achieve and keep the road assets as defined in the PBM Specifications.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing- July 2016 (revised November 2020)” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. The evaluation will be carried out using rated criteria, with 20% weight assigned to the technical proposal and 80% to the financial offer.

5. Interested eligible Bidders may obtain further information from the Department of Roads, Development Cooperation Implementation Division, Accelerating Transport and Trade Connectivity in Eastern South Asia Nepal Phase 1 Project (ACCESS), Chakupat, Lalitpur, email: dorfcb@dor.gov.np, and inspect the RFB Document during office hours (10:00 to 17:00 hours, Nepal Standard Time (NST)).

Interested bidders, registered in the e-GP portal of Public Procurement Monitoring Office (PPMO), shall download the RFB document from http://www.bolpatra.gov.np after login. A non-refundable fee of NPR 20,000.00 or equivalent shall be deposited as specified in the RFB document. The bank deposit voucher shall be submitted with the bid. In the case of e-submission, a scanned copy (PDF format) of the bank deposit voucher/cash receipt shall be submitted along with the electronic Bid files. The method of payment will be direct deposit to the following account.

6. A single-stage, two-envelope RFB process will be used, and the Bid will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFB Document.

7. The Bidder may submit the Bid either in hard copy or electronically. Bids, both the Technical Part and the Financial Part, must be submitted to the address below on or before 12:00 hours (Nepal Standard Time), 4th May 2026. Late bids will be rejected. For electronic bid submission, the bidder may inspect and or submit the bids by visiting the electronic procurement portal http://www.bolpatra.gov.np of the Public Procurement Monitoring Office (PPMO) of the Government of Nepal. Bidders shall deposit the bidding document fee in the revenue account given above, and the scanned copy of the bank deposit voucher shall be uploaded at the time of e-bid submission. For e-submission, in the case of a Joint Venture, the lead member of the JV must be registered in the e-GP portal (https://www.bolpatra.gov.np) to download and submit the bid electronically. The Technical Part of the bid will be opened publicly at 12:15 (NST on the same day of the deadline for the bid submission, in the presence of bidders’ representatives and anyone who chooses to attend, at the address below. The Financial Part will remain unopened with the Employer (in case of e-submission in the e-GP portal) until the second public opening, which will take place after the evaluation of the Technical Part. The date and time for the Financial Part opening will be notified to the bidders.

8. All Bids must be accompanied by a “Bid Security” as stated in paragraph 1 above.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
