Project ID No. P501985
The Government of Nepal (GoN) has received financing in the amount of US$120 million from the World Bank toward the cost of the Electricity Supply Reliability Improvement Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project includes the following components:
Component 1: Strengthening of Nepal Electricity Authority’s (NEA) Distribution Network and Commercial Systems (US$ 118 million to be fully financed by IDA credit). The activities of this component include expansion and strengthening of the distribution network of NEA and improve the reliability of supply and capability in accurate measurement through implementing feeder automation and smart metering as well as strengthen energy management, and billing for electricity services in Koshi, Karnali, Madhesh, Bagmati and Sudurpaschim provinces. This component will have the following two sub-components.
Sub-component 1.1: Strengthening of NEA Distribution Network (estimated cost of US$ 101.00 million to be fully financed by IDA credit). This sub-component will finance the following: (a) construction of new 33/11 kV substations near the load centers identified by NEA in selected areas in Nepal; (b) construction of new 33 kV lines to these substations; (c) upgrade of existing and construction of new 11 kV, and 0.4 kV feeders and distribution lines and 11/0.4 kV distribution transformers in load centers of selected areas; and (d) installation of auto reclosure (AR) and smart load break switches (SLBS), including their control mechanism in 33 and 11 kV feeders.
Sub-component 1.2: Strengthening of NEA Commercial Systems (estimated cost of US$ 17 million to be fully financed by IDA credit). This sub-component will finance the following: (i) installation of smart meters along with advanced metering infrastructure (AMI) replacing the conventional metering systems for consumers, (ii) installation/integration of meter data management system (MDMS), customer information system (CIS), consumer portal, communication systems and gateways, and other related infrastructure; iii) establishment of relevant functionalities such as data recording and management systems, data analytical tools and other related infrastructure; (iv) establishment of billing system within the AMI center with invoicing, collection, reporting, and other relevant functionalities and other related infrastructure.
Component 2: Project Implementation Support (US$ 2 million to be fully financed by IDA credit). This component will finance the following: (a) owner’s engineer, which will be responsible for preparation of all designs, detailed technical specifications, and tender documents for main contracts (e.g. Smart Meter and Feeder Automation) under the Project, tendering process, technical supervision of contracts, monitoring of contractors’ compliance with the requirements of environment and social (E&S) instruments, site supervision and quality control, addressing climate resilience and adaptation requirements in all designs, reporting on project progress, and review and approval of payment certificates, and other aspects of contracts related to improvement of NEA operating and commercial systems; (b) consultants to strengthen NEA’s Project Implementation Unit (PIU); (c) preparation of various technical, economic, financial and other studies that will required for generation, transmission, and distribution sectors and overall Project implementation.
Brief description of the goods, work, non-consulting services and consulting services to be procured through open international competitive procurement are as follows:
1.1 Lot 1: Feeder automation at Koshi and Madhesh Province
1.2 Lot 2: Feeder automation at Bagmati Province
1.3 Lot 3: Feeder automation at Karnali Province and Banke & Bardiya Districts
1.4 Lot 4: Feeder automation at SudurPaschim Province
2. Reinforcement of Distribution Networks. The activities include the refurbishment and construction of, 11 kV and 0.4 kV lines, composite lines and distribution transformers. The contract for this task will be divided into following two lots:
2.1. Lot 1: Distribution System Reinforcement of different districts under Koshi Province. The scope includes Upgradation and Reinforcement of approximately 1250 km Distribution Lines and construction of approx. 600 km of new distribution lines. Similarly, upgradation and installation of approx. 600 Nos. of Distribution Transformers is also under the scope of this project.
2.2. Lot 2: Distribution System Reinforcement at Kailali and Kanchanpur Districts. The scope includes Upgradation and Reinforcement of approximately 740 km Distribution Lines and construction of approx. 330 km of new distribution lines. Similarly, upgradation and installation of approx. 390 Nos. of Transformers is also under the scope of this project.)
3. Construction new 33/11 kV substation and associated 33 kV new lines in several areas, particularly in the eastern part of Nepal. The scope under this package includes the construction of 9 New 33/11 kV Substations at Eastern Nepal. The contract for this package will be divided into following two lots:
3.1. Lot 1: Construction of 4 new 33/11 kV Substation. The scope includes construction of 4 new 33/11 kV Substations (Mai Substation (3 MVA) at Illam District, Phalelung Substation (3 MVA) at Panchthar District, Phaktanglung (3MVA) and Meringden (3 MVA) at Taplejung District. The construction of approximately 45 km of 33 kV Line to energize the substations is also under the scope of this project.
3.2. Lot 2: Construction of 5 new 33/11 kV Substation. The scope includes construction of 4 new 33/11 kV Substations (Birta Substation (24 MVA) at Jhapa District, Harinagar Substation (24 MVA) at Sunsari District, Chichila Substation (8 MVA) at Sankhuwasaba District and Ghurmi (8 MVA) and Beltar Basaha Substation (8 MVA) at Udaypur District. The construction of approximately 95 km of 33kV Line to energize the substations is also under the scope of this project.
4. Smart Meters: The scope of this project includes the supply, installation and integration of smart meters at Kailali and Kanchanpur Districts of Nepal. Approximately 3,00,000 Nos. of single-phase and three-phase smart energy meters will be installed/replaced under this project. The scope also includes installation/integration of meter data management system (MDMS), customer information system (CIS), consumer portal, communication systems and gateways, and other related infrastructure. Furthermore, the scope also includes integration of the newly installed meters to the existing Revenue Management System (RMS)of NEA.
5. Consultancy Services for Supervision of Construction and Installation Works for Substation and Distribution System Upgradation Projects.
6. Consulting Services for Survey, Design & Estimate and Construction Supervision for Feeder Automation Projects.
Procurement of contracts financed by the World Bank will be conducted through the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised September 2023) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection.
