The Government of Nepal has received a loan/credit/grant from the World Bank toward cost of the Nepal Urban Government and Infrastructure Project (NUGIP) and intends to apply part of the proceeds toward payments under the contract for the Up-gradation of Different Inter-connected Roads (Badi Nahar, Kadamha Tole – Damawati – Piprahi – Khado Khola Road, Khado Khola – Piprahi Bhelahi – Lawa Toliya Bhelahi Road, Cold Store Road – Ram Janaki Mandir – Khado Bandh Road, Sujit Pokharel House to north – Chandi Das Mills – Shiva Temple Road, Jhalahi, Sano Nahar – Bharuwa Point – Padariya – Dighawa Road, Boriya – Ranjitpur – Airport Road, Badi Nahar along bank of Sano Nahar to Piprahi Road, Maleth Nahar Chowk to West Thalahi Canal Road and Rupani Road – Biharpur – Krishna Nagar North Canal Road) within Rajbiraj Municipality. Bidding is open to all eligible as per Section V of bidding document. 2. The Rajbiraj Municipality invites electronic bids from eligible bidders for the procurement of Up-gradation of Different Inter-connected Roads (Badi Nahar, Kadamha Tole – Damawati – Piprahi – Khado Khola Road, Khado Khola – Piprahi Bhelahi – Lawa Toliya Bhelahi Road, Cold Store Road – Ram Janaki Mandir – Khado Bandh Road, Sujit Pokharel House to north – Chandi Das Mills – Shiva Temple Road, Jhalahi, Sano Nahar – Bharuwa Point – Padariya – Dighawa Road, Boriya – Ranjitpur – Airport Road, Badi Nahar along bank of Sano Nahar to Piprahi Road, Maleth Nahar Chowk to West Thalahi Canal Road and Rupani Road – Biharpur – Krishna Nagar North Canal Road) within Rajbiraj Municipality. The Work Includes Site clearance, Earthwork, Drainage and Cross-Drainage work, Retaining Work, Pavement work, Road Furniture’s And Traffic Safety Work, Bio-Engineering, Footpath and Kerb stone Work and day works under National Competitive Bidding – Single Stage Two Envelope Bidding procedures. 3. Eligible bidders at least with the following key qualifications should participate in this bidding (refer Section III for other qualification criteria):  Minimum Average Annual Construction Turnover of NRs. 658,400,000 Only calculated as average of total certified payments received for contracts in progress and/or completed in last 5 years.  Minimum Work experience of similar size and nature: A minimum number of one road Procurement of Works- Single Stage Two Envelope Procedure | 10 constructions with Asphalt pavement work contracts each of minimum value NRs. 386,241,000 only that have been satisfactorily and substantially completed within the last 10 years as a prime contractor, joint venture member, management contractor or Subcontractor. 4. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document. 5. A complete set of Bidding Documents may be purchased from the office of Rajbiraj Municipality during office hour by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non refundable fee of NRs 20,000 till 14 April 2024 during office hours. Or Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Project’s Rajaswa (revenue) account as specified below . Bids must be valid until 14 July 2024 and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of NRs. 13,789,000.00, which shall be valid until 14 Aug 2024. 9.
