• The Government of Nepal [GoN] has received a loan from the World Bank towards the cost of Dungeshwor to Dadaparajul Rural Municipality Road, Dailekh and intends to apply part of the funds to cover eligible payments under the Contract for Upgrading of Dungeshwor to Dadaparajul Rural Municipality Road, (Chainage 0+000-7+915) Dailekh, Contract ID: PLRIP-KR-W-NCB-02-080/081 bidding is open to all eligible Bidders from all countries as defined in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (Revised September 2023).
• The Provincial Project Management Unit (PPMU), Birendranagar, Surkhet invites sealed bids or electronic bids from eligible bidders for the procurement of Dungeshwor to Dadaparajul Rural Municipality Road, Dailekh. The works consists of two phases: (a) Phase: 1 Upgrading Works for 2 years and (b) Phase 2: Performance Based Maintenance Works for 5 years (Maintenance works consisting of all activities to be carried out to achieve and keep the road assets as defined in the Technical Specifications) after completion of construction/ improvement/ upgrading works, under National Competitive Bidding – Single Stage Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding:

• Minimum Average Annual Construction Turnover of last 5 years: NRs 277 Million.
• Minimum Work experience of similar size and nature: NRs 221 Million.
• Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.
• Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Provincial Project Management Unit (PPMU), Birendranagar, Surkhet, email:ppmukarnali@gmail.com or may visit PPMO e-GP system www.bolpatra.gov.np/egp.
• Bidder submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Project’s Rajaswa (revenue) account as specified below .

• Pre-bid meeting shall be held at Provincial Project Management Unit (PPMU), Birendranagar, Surkhet at 24th December, 2024 on 13:00.
• Sealed or electronic bids must be submitted through PPMO’s e-GP system www.bolpatra.gov.np/egp on or before 12:00 on 2nd January, 2025. Bids received after this deadline will be rejected.
• The bids will be opened in the presence of Bidders" representatives who choose to attend at 13:00 PM on 2nd January, 2025 at the office of Provincial Project Management Unit (PPMU), Birendranagar, Surkhet. Bids must be valid up to 120 days beyond bid opening date and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of NRS. 10.5 Million which shall be up to 30 days beyond bid validity period.
• If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid and bid security shall remain the same as specified for the original last date of bid submission.
