1. The Government of Nepal has received financing from the World Bank toward the cost of the Water Sector Governance and Infrastructure Support Project (WaSGISP) and intends to apply part of the proceeds toward payments under the contract for Bheri Pumping Sub-Project (Package I)

2. Government of Nepal, Water Sector Governance and Infrastructure Support Project (WaSGISP), Birendranagar Project Implementation Unit (PIU), Birendranagar, Surkhet now invites sealed Bids from eligible Bidders for the construction, maintenance and operation of Bheri Pumping Sub-Project (Package-I). The construction package broadly consists of (i) Construction of side intake at Bheri River with the discharge capacity of 560 liter/sec; (ii) Construction of RCC reservoirs; (iii) Supply and installation of water supply lines; (iv) Supply and installation of electromechanical installations; and (vi) Operation and maintenance of bulk distribution system for a period of three (3) years etc. Details of the works are available in the bidding document that can be downloaded from the website https://dwssm.gov.np/pages/tender-notice

Bidding will be conducted through international competitive procurement following single stage two envelope bidding process using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Water Sector Governance and Infrastructure Support Project (WaSGISP) Birendranagar Birendranagar Project Implementation Unit, Birendranagar Municipality, Surkhet, Karnali Province, Nepal. Email address: piubirendranagar@gmail.com and inspect the Bidding document during office hours 10:00 a.m. to 17:00 p.m. at the address given below. The bidding document is also available on the website https://dwssm.gov.np/pages/tender-notice for free download for information purposes only.

5. The Bidding document in English may be purchased by interested eligible Biddsers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of NPR 20,000.00 or USD 160 on or before 12:00 p.m. (noon) (NST) November 24, 2023. 7. Bids must be delivered to the address below on or before 12:00 p.m. (NST) November 24, 2023. Electronic Bidding will be permitted. Alternatively, the bidder may inspect and or submit the bids by visiting electronic procurement portal http://www.bolpatra.gov.np of Public Procurement Monitoring Office (PPMO) of Government of Nepal. Bidders who choose to submit their bid electronically shall deposit the fee of bidding document in the revenue account given above and the scanned copy of the bank deposit voucher shall be uploaded at the time of e-bid submission. For e-submission, the bidder is required to register in the e-GP portal https://www.bolpatra.gov.np for downloading and submitting the bid electronically. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below immediately after the bid submission deadline. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below immediately after the bid submission deadline. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

8. All Bids must be accompanied by a Bid Security of USD 0.6 million or equivalent NPR.

9. Pre-bid meeting will be held at Birendranagar Project Implementation Unit Office (BPIU), Birendranagar Municipality, Surkhet, Karnali Province, Nepal at 15:00 hours Nepal Standard Time on November 03, 2023. A site visit will also be conducted by the Employer on 09:00am, November 03, 2023 (pre-bid meeting day). All interested bidders are encouraged to attend the site visit and the pre-bid meeting.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
