The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project and intends to apply part of the proceeds for consulting services for Programming Training for Girls.
The objective of this assignment aims to empower girls in programming and advanced digital skills, contributing to reducing the gender digital divide and accelerating digital transformation in Mozambique. The program will include training in the following areas: i) Robotics and the Internet of Things (IoT); ii) Fundamentals of Web Development; iii) Web Development with JavaScript (advanced); iv) Artificial Intelligence (including LLMs, ChatGPT and Agents); v) Innovation and Entrepreneurship; vi) Digital Marketing.
The training will be conducted in a blended learning format (face-to-face and online), combining practical sessions in physical facilities equipped with teaching supported by digital learning platforms (LMS). Face-to-face training will be implemented in all provinces of the country in a phased manner, starting in the provincial capitals of the North and Central regions and subsequently in the South, ensuring an inclusive approach aimed at reducing regional inequalities and ensuring access for girls from vulnerable communities. The implementation of these activities will be carried out within the framework of a consultancy with an estimated duration of two (2) years, during which the selected firm will be responsible for the organization, management and execution of the training activities foreseen in the program.

The Ministry of Communications and Digital Transformation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: i) Minimum of five (5) years’ experience in implementing technical training programs, especially in the areas of Information and Communication Technologies (ICT); ii) Proven experience in implementing training programs in programming or digital skills; iii) Minimum of five (5) years’ experience in implementing large-scale training programs, preferably in the public sector or in digital inclusion initiatives. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
