CONSULTANT SERVICES FOR
Development of a Digitized Integrated Data Platform for Strengthening
of the Administrative, Territorial, and Financial areas of the Municipalities
1. The Government of Mozambique, represented by the Ministry of State Administration and Public Servant (MAEFP) has received financing from the World Bank, toward the cost of the Mozambique Urban Development and Decentralization Project which benefits 22 Municipalities in the Provinces of Niassa, Zambézia, Sofala and Gaza. The Project Development Objective is to “Strengthen institutional performance and provide improved infrastructure and services to local entities.
2. The main objective of this consultancy services (“the Services”) is to implement a digitized integrated data platform to improve administrative, territorial, and financial management between the Ministry of State Administration and Public Service (MAEFP), the Ministry of Finance (MF), and the Ministry of Planning and Development (MPD), encompassing processes prioritized by the Organic Units involved in the project. The implementation must be structured to ensure alignment with the Conceptual Model of the Digitized Integrated Data Platform.
3. The solution to be provided must adhere to the following principles: (i) mature and widely adopted technology, with strong community and institutional support; (ii) Robust content management capabilities, suitable for complex government use cases;; (iii) Preferably built on open‑source technologies to enhance sustainability and reduce long‑term operational costs; (iv) Flexible and customizable user interface, capable of supporting government service delivery needs; and (v) Ready‑made modules: A large library of extensions available to meet government needs and the requirements of Law No. 34/2014.
4. The MAEFP – PDUL/PMU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting experience criteria are: (i) Experience implementing government BPM systems (60 points); (ii) Experience in Mozambique or other developing countries (20 points), and (iii) Demonstrated technical and financial capacity (20 points). The main specialists will not be evaluated in the pre-selection phase.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, in the form of a consortium or a sub consultancy but should indicate clearly whether the association is in the form of a joint venture and or sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7.
